Issue #31 draws from NYC PASSPort, the NY State Contract Reporter, and SAM.gov. Key eligibility reminders across all three layers:

NYC contracts require active PASSPort registration and NYC MWBE certification through NYC SBS for MWBE participation goals. Certification must be active — not pending or expired — at the time of submission.

NYS contracts require NYS MWBE certification through Empire State Development (ESD) — which is separate from NYC SBS certification. The MWBE/SDVOB-designated NYSCR contracts in this issue, including all five Lanmark Group solicitations, Frey Electric, W.M. Schultz, Moy Enterprises, DelSignore Blacktop, Peter Scalamandre & Sons, Bowman Consulting, and GDS Inc., are governed by NYS procurement rules. Confirm which certification layer applies before responding.

Federal contracts do not recognize NYC or NYS MWBE certification. The USARCENT DTS 8(a) set-aside requires active SBA 8(a) program certification — a separate federal designation. Lanmark Group as the recurring single-prime MWBE infrastructure operator. Issue #28 flagged Lanmark at four concurrent solicitations across NYCHA and CUNY properties. Issue #31 puts that number at five — Woodhull Hospital, Brooklyn College, South Beach Psychiatric Center, Queensborough Community College, and a DDC interior reconstruction, all posted within a single 24-hour window. This is no longer an episodic pattern; it is evidence that Lanmark operates a standing internal MWBE compliance and subcontractor-sourcing infrastructure across H+H, CUNY, DASNY, and DDC simultaneously. Firms that want recurring Lanmark subcontracts should treat this as a relationship to build now, not a solicitation to chase reactively each time it appears.

NYCHA's twin-vehicle elevator capital pattern. Surfside Gardens and Gun Hill Houses were posted on the same day, with the same due date, under the same RFQ numbering convention (#517993 and #517992) but from two different NYCHA divisions (Supply Management Procurement and Capital Projects). This mirrors the structure NYCHA has used for elevator capital work throughout 2026 — parallel solicitations at different developments, often closing on the same date, that together represent a sustained elevator modernization pipeline rather than isolated single-building repairs.

The NYS OMH/OPWDD behavioral health capital cycle, now in its sixth consecutive issue. Sunmount DDSO and Bronx Psychiatric Center join St. Lawrence, Pilgrim, and Valley Ridge from Issue #30 as active facilities in this cluster. Neither of this week's two listings carries a contractor-ad MWBE designation yet — both are general DASNY postings — which means the prime-level MWBE subcontracting solicitations for these two facilities are likely still forthcoming. Firms that watch NYSCR for the prime announcements on these two facilities in Issues #32 and #33 will have first-mover positioning.

The federal set-aside lane holds steady on 8(a). Issue #30 marked the return of 8(a) as the dominant federal designation. Issue #31 confirms it is not a single-week blip: the USARCENT DTS contract remains active under its 8(a) set-aside, now with an extended deadline, while the two newer federal opportunities this cycle reverted to Total Small Business. The pattern across Issues #29–31 continues to support the same conclusion: MWBE-certified firms pursuing federal work need active credentials across NYC SBS, NYS ESD, and SAM.gov/SBA designations simultaneously, since the dominant lane shifts cycle to cycle.
