Lanmark Group, Inc. remains active this cycle with a smaller but still notable footprint: facade restoration and asbestos abatement at Borough of Manhattan Community College, multi-building cupola and skylight restoration at DASNY's College of Staten Island, and a Whisper Room renovation subcontracting lane at the CUNY School of Journalism — the same Journalism scope also separately advertised by GPA Environmental Group this cycle, worth a direct call to both before committing to either.
C&S Technical Resources, Inc. is showing early signs of running the same concurrent-solicitation strategy: three separate postings this cycle tied to SUNY Upstate Medical University's Chiller Building Facade, its OR Air Handler replacement, and the Salmon River Fish Hatchery renovation.
On NYC PASSPort, DEP again leads this week's listings — generator repair and maintenance across various Water Resource Recovery Facilities and pump stations, catch basin modernization in Queens, and BEDC civil engineering services tied to the combined sewer overflow long-term control plan.
On the federal side, the lane stayed thin this week. Issue #32 draws from NYC PASSPort, the NY State Contract Reporter, and SAM.gov. Key eligibility reminders across all three layers:
NYC contracts require active PASSPort registration and NYC MWBE certification through NYC SBS for MWBE participation goals. Certification must be active — not pending or expired — at the time of submission.
NYS contracts require NYS MWBE certification through Empire State Development (ESD) — which is separate from NYC SBS certification. The MWBE/SDVOB-designated NYSCR contracts in this issue, including all five Mohawk Valley Economic Development District solicitations, all of Lanmark Group's subcontracting lanes, Bellows Construction Specialties, and CCNY's data cabling discretionary procurement, are governed by NYS procurement rules. Confirm which certification layer applies before responding.
Federal contracts do not recognize NYC or NYS MWBE certification. The USNORTHCOM Total Small Business set-aside requires only active SAM.gov registration. SAM.gov registration is mandatory for any federal contract or subcontract pursuit.

This week, a completely different sponsor — Mohawk Valley Economic Development District, Inc. — ran the identical play in a different sector entirely: five concurrent residential rehabilitation properties in Richfield Springs, one sponsor, one day, one due date. We're now also seeing early signs of the same pattern from C&S Technical Resources, Inc., which posted three separate subcontracting solicitations tied to SUNY Upstate Medical University and the Salmon River Fish Hatchery this cycle alone. This is no longer a Lanmark-specific phenomenon; it is becoming a standard way to run MWBE subcontractor outreach efficiently, regardless of sector. Firms that want recurring subcontracts from a multi-property sponsor should treat the cluster as a relationship to build now, not a solicitation to chase reactively each time it appears.
Two scopes, two primes, same project. This issue's CUNY School of Journalism Whisper Room renovation is being advertised separately by both Lanmark Group and GPA Environmental Group Inc. — the same pattern we flagged with the SUNY ESF Moon Library renovation, appearing under both a contractor ad and a general agency posting. Firms responding to either should confirm scope overlap directly with both parties before committing.
The federal set-aside lane is now two issues thin. Issue #31 held steady on 8(a) plus two Total Small Business listings.
