Issue #35 asked whether a third door would open on either CUNY CSI or RoeJan Kill, or whether a sixth prime would appear double-booking. Neither happened on those two projects specifically — but the underlying multi-door pattern didn't pause. It jumped to two entirely new projects this cycle.

The Keese Mills Road Culvert replacement over Lower St. Regis Lake Inlet now has two firms — Reale Construction Company Inc. and Friend Commercial Contracting Corp — soliciting MWBE/SDVOB subcontractors for the identical scope, both due August 5. And the Albany Port District wharf test program, which CD Perry, LLC posted as a clean standalone pick in Issue #35, just gained a second door: Harrison and Burrowes Bridge Constructors, Inc. posted the same deep-foundation testing scope, due the same day.

Kubricky-Jointa Lime, LLC escalated again. After four simultaneous MWBE/SDVOB solicitations across Issues #34 and #35, it posted a fifth this cycle — a multi-site culvert replacement in the Town of Moriah — extending the longest doubled-up-prime streak flagged to date.

A new dimension also emerged: agency-side doubling. NYS Office of Addiction Services and Supports (OASAS) posted two simultaneous Salesforce-related MWBE/SDVOB discretionary procurements this cycle — Discretionary 26016 (Salesforce Advisory Services) and Disc-26015 (Salesforce Resellers, SASMA Project). Where prior issues flagged primes running multiple scopes, this is the first cycle where the agency itself is the one running two related lanes at once.

On the federal side: the fifth-thin-week cliffhanger is resolved, and not the way the streak suggested. A fresh SAM.gov pull returned four new live listings spanning three different set-aside types — Total Small Business, 8(a), and WOSB — the first WOSB and second 8(a) set-aside to appear in this report in recent memory. Of the two listings carried forward from Issues #34–35, Historical Medical Claims Data Analysis closed July 23 without a fresh visible award, and JECC Support Services remains open with an imminent July 27 deadline.
