Kubricky-Jointa Lime, LLC, which posted two simultaneous solicitations last issue (Amsterdam pedestrian safety and a Brighton culvert), has now posted a third and fourth: a bridge superstructure replacement in Crown Point and a sewer district upgrade in the Town of Moriah. That's four unrelated MWBE/SDVOB solicitations from one prime inside two consecutive cycles.

James H Maloy, Inc. joins the doubled-up-prime club outright, running three simultaneous solicitations this cycle alone — Dutchess County slope failure reconstruction, a Schenectady nursing home garage, and an Albany stormwater separation project. Vernon Construction & Development, Mark Cerrone, Inc., and Carver Construction each posted two apiece.

The multi-door pattern — where two different firms compete to staff the identical scope — also spread to new ground. The RoeJan Kill Riparian Buffer Improvements at Copake area of Taconic State Park now has two doors: Redwood Landscape LLC and Carver Construction, both soliciting the same restoration scope, due a day apart. And CUNY College of Staten Island's Cupola Roof, Lantern & Skylight Restoration — which Issue #34 flagged as a same-week pick for CUBE Construction Services — just gained a second door: GPA Environmental Group Inc., due one week after CUBE's deadline.

On NYC PASSPort, a Commission on Human Rights unarmed security guard RFI is the imminent same-week pick, while DSBS's Construction Site Safety Day Laborer RFP (carried from last issue) still offers the longest runway on the platform.

On the federal side: this issue's SAM.gov pull was unavailable at production time. Both listings flagged in Issue #34 — Historical Medical Claims Data Analysis and JECC Support Services — remain open and are carried forward below. If this holds, it will mark a fifth consecutive cycle at thin federal volume once a fresh pull confirms it.

A note on this week's federal lane: We were unable to complete a fresh SAM.gov pull before this issue went to production. Both listings above are carried forward from Issue #34 and remain open as of July 19. If a new pull confirms no additional listings surfaced, this would mark a fifth consecutive issue at thin federal volume (Issue #31: two Total Small Business plus an 8(a) continuation; #32: one; #33: two, one already closed; #34: two, both Total Small Business, same NAICS). NYC contracts require active PASSPort registration and NYC MWBE certification through NYC SBS for MWBE participation goals. Certification must be active — not pending or expired — at the time of submission.

NYS contracts require NYS MWBE certification through Empire State Development (ESD) — which is separate from NYC SBS certification. The MWBE/SDVOB-designated NYSCR contracts in this issue, including Kubricky-Jointa Lime's four solicitations, James H Maloy's three solicitations, the RoeJan Kill two-door scope, CUNY CSI's second door, Vernon Construction's two solicitations, Mark Cerrone's two solicitations, Carver Construction's two solicitations, and CD Perry, are governed by NYS procurement rules. Confirm which certification layer applies before responding.

Federal contracts do not recognize NYC or NYS MWBE certification. Both carried-forward SAM.gov listings this cycle require only active SAM.gov registration under the Total Small Business Set-Aside — not an MWBE-specific designation. SAM.gov registration is mandatory for any federal contract or subcontract pursuit.

This issue, Kubricky-Jointa Lime jumped from two to four across consecutive cycles, and James H Maloy debuted with three simultaneous solicitations in a single week — the largest single-prime batch we've flagged to date. Vernon Construction, Mark Cerrone, and Carver Construction each added a standard two-scope pairing. Five-plus primes now running multi-scope batches in the same cycle is no longer an outlier; it's becoming baseline behavior for how these contractors schedule subcontractor outreach.

The multi-door pattern spread to two new projects. Issue #34 closed by asking whether a third door would open on SUNY Potsdam or a fifth contractor would appear double-booking. Neither happened on Potsdam specifically — but the underlying pattern showed up twice elsewhere: CUNY College of Staten Island's cupola restoration gained a second door (GPA Environmental Group, after CUBE Construction Services), and the RoeJan Kill Taconic State Park scope opened with two doors already, Redwood Landscape LLC and Carver Construction competing for the identical restoration work.

The federal lane's fifth-thin-week status is unconfirmed pending a fresh pull. We were unable to complete a new SAM.gov pull for this issue and carried forward both open listings from #34. If next issue's pull returns another thin cycle, that will make five consecutive issues at low federal volume — worth confirming rather than assuming.earch active in the meantime.
