Issue #42 closed, watching five threads: whether the duplicate-title pattern would keep spreading past the contractor lane, whether DDC would repeat its borough-by-borough posting model, whether Lanmark Group and James H Maloy would hold at three simultaneous calls, whether the federal lane's thinning trend would continue, and whether Peregrine Dining Hall's two-door contest would resolve to a single prime.

It didn't resolve. It grew a third door. LeChase Construction Services, LLC — the general contractor of record on SUCF's SUNY New Paltz Peregrine Dining Hall renovation — posted its own MWBE/SDVOB subcontractor call this cycle (due October 7), joining Andron Construction Corp (due September 23) and PC Construction Company (due September 23), both flagged last issue. Three separate firms are now soliciting subcontractors for the same building. Firms with capacity riding on this project should confirm which relationship — if any — reflects the actual awarded prime before committing resources to more than one.

TAB 26-6R/D215074, the I-90 safety-improvements contest flagged as a two-door race in Issue #41 (Cold Spring Construction vs. Sealand Contractors, both due September 16), doubled again. Villager Construction and McLaughlin Construction Corp each posted their own MWBE/SDVOB/WMBE subcontractor ads for the identical D215074 scope this cycle — Villager due September 16, McLaughlin due September 30. Four separate contractor ads now solicit subs for one Thruway Authority contract, the largest multi-door count this report has tracked on a single project.

A quieter second door opened on SUNY ESF's Walters Hall Lab Relocation (Labs 202 and 322): Bellows Construction Specialties, LLC posted an MWBE participation ad due September 30, running alongside Northland Associates' existing ad (due September 29) for the same relocation — first flagged as a Northland-only listing back in Issue #38.

James H Maloy, Inc., tracked since Issue #37 for running parallel multi-prime cycles, added a fourth simultaneous DBE/MBE/WBE/SDVOB call this cycle — Schenectady Metroplex Development Authority's State Street Sidewalk Enhancement (due September 22) — on top of the three postings flagged in Issue #42 (Heritage Lane Sidewalks, Hackett Boulevard Stormwater, Steinmetz Park Fishing Pier).

On the federal side, the SAM.gov pull thinned again — four total listings this cycle, down from six in Issue #42 and the thinnest this report has tracked. The carried-forward HUBZone listing (Mission Support Services, Notice ID 140D0426R0115) has dropped out of the active pull entirely. Two of the four listings close today.

A note on this week's federal lane: the pull thinned again to four total listings, down from six in Issue #42 and the thinnest this report has tracked. The carried-forward HUBZone listing (Mission Support Services, Notice ID 140D0426R0115) has dropped out of the active pull entirely — HUBZone-certified firms that were tracking it should confirm with the awarding office whether it closed or was cancelled. No 8(a) set-asides surfaced this cycle; this is the first WOSB sole-source notice tracked in recent cycles.

Issue #43 draws from NYC PASSPort, the NY State Contract Reporter, and a fresh SAM.gov pull. Key eligibility reminders across all three layers: NYC contracts require active PASSPort registration and NYC MWBE certification through NYC SBS for MWBE participation goals. Certification must be active — not pending or expired — at the time of submission. NYS contracts require NYS MWBE certification through Empire State Development (ESD) — which is separate from NYC SBS certification. The MWBE/SDVOB-designated NYSCR contracts in this issue, including the Peregrine Dining Hall three-door contest, the TAB 26-6R four-door contest, Villager Construction's three postings, James H Maloy's four postings, and Kubricky-Jointa Lime's two postings, are governed by NYS procurement rules. The multi-door pattern is escalating in scale, not just spreading across layers. Issue #42's editorial thread was that duplicate titles had left the contractor lane and shown up on a federal notice and an agency's own re-posting. This cycle, the pattern intensified within the contractor lane itself: Peregrine Dining Hall went from two doors to three when the actual general contractor of record (LeChase) joined the two firms already soliciting subs for the same building, and TAB 26-6R went from two doors to four. A two-door contest is starting to look like a temporary state rather than an end state — worth watching whether this cycle's remaining two-door pair (SUNY ESF Walters Hall) reaches three or four doors by next issue.

The general contractor is now a source of duplicate postings, not just competing primes. Every prior multi-door case this report has tracked involved separate firms with an unclear relationship to the project. LeChase posting its own ad on Peregrine Dining Hall — after two other firms had already advertised subcontractor calls for the same building — raises a sharper question for MWBE-certified trades: is LeChase the actual prime, and are Andron and PC Construction downstream from a different tier, or are all three genuinely independent bids for the same scope? Worth confirming with SUCF directly.

The federal lane keeps thinning and just posted a first. Four total listings is the thinnest pull this report has tracked, continuing a trend that broke into view in Issue #36. The carried-forward HUBZone listing has now dropped out of the pull entirely. But the lane also produced its first WOSB sole-source notice in recent cycles — worth watching whether that's a one-off or the start of a new set-aside type appearing regularly.

James H Maloy and Villager Construction are both running at or above their prior peaks. James H Maloy's four simultaneous calls edges past the three-call baseline flagged in Issue #42. Villager Construction's three simultaneous calls matches the volume Lanmark Group and James H Maloy ran last cycle. Worth tracking whether four becomes contested territory the way three-way parity was last issue.
