Issue #37 closed with three threads live: two primes tied at five simultaneous solicitations, two marquee multi-door projects (Albany wharf test, Conklingville Dam) that had each grown a third door, and a second agency (OPWDD) running parallel discretionary lanes. This cycle didn't extend any of those three — instead, a new pattern opened, and it's a sharper one: a firm we've been tracking for its own multi-prime model just posted a competing subcontractor solicitation on another firm's own pick.

Lanmark Group, Inc. — already on our watchlist for running MBE/WBE/SDVOB subcontractor solicitations across multiple unrelated DASNY and DDC projects — posted three fresh solicitations this cycle. Two of them are new doors on projects that already had a prime of record: the CUNY Baruch College Lawrence & Eris Field Building façade restoration (GPA Environmental Group posted the original door August 5; Lanmark posted a second August 7, due August 19) and, more notably, New York City College of Technology's Namm Building Hot Water Perimeter Heating System — the exact project Vernon Construction & Development LLC posted as one half of its doubled-up-prime pair in Issue #37. Lanmark's Namm Building door is due August 20, three days after Vernon's own August 17 deadline on the same scope.

That matters because of what we flagged last cycle: Vernon was already facing a rival (Andron Construction Corp) on its Rockland Psychiatric Center pick. With Lanmark now on Namm Building, every scope Vernon posted in Issue #37 has a competing door. A prime doubling up on unrelated work while a second firm chases it on both legs in the same two-week span hasn't shown up before in this report.

Separately, a likely-but-unconfirmed second door opened on SUNY Polytechnic's Kunsela Hall renovation — Northland Associates posted a Contractor Ad for "Renovate Kunsela Hall for STEM Education and Workforce" (Utica, NY, due August 19) on August 7; three days later a CR# from State University Construction Fund posted "SUCF Renovate Kunsela Hall" (Marcy, NY — the town where the SUNY Poly Utica/Marcy campus actually sits) with Beebe Construction Services as the named company, same August 19 due date. The location labels differ, which keeps this in the "probable, not confirmed" column, but the due-date match and building name are exact.

And a brand-new two-door project surfaced independent of any of that: SUNY ESF's Illick Hall and Baker Hall West Wing renovation now has subcontractor solicitations from both Bette & Cring, LLC and Bellows Construction Specialties, LLC, both explicitly MWBE/SDVOB, both due August 26.

On the federal side, FEMA's GPATS BPA — which we flagged as closing imminently in Issue #37 — got a one-week reprieve, now due August 13 instead of August 6. The Air Force AFOSH 8(a) listing closed as scheduled on August 7.

A note on this week's federal lane: Air Force AFOSH (Notice ID FA940126Q0022), carried from Issues #36–37, closed as scheduled August 7 with no fresh award data visible in this pull. Historical Medical Claims Data Analysis (Notice ID 15BCMS26Q70000005) remains closed with no follow-on. DCARNG Recruiting & Retention Marketing Services (Notice ID W912R1-26-Q-A025), flagged as new in Issue #37 with an August 12 deadline, did not resurface in this cycle's pull — confirm status directly on SAM.gov before assuming it has closed. Two genuinely new listings surfaced this cycle (DCARNG's graphic-upgrades cousin at W912DS26QA020, and the Navy's PCTE support solicitation).

⏰ DEADLINE ALERTS — ACT THIS WEEK

Issue #38 draws from NYC PASSPort, the NY State Contract Reporter, and a fresh SAM.gov pull. Key eligibility reminders across all three layers:

NYC contracts require active PASSPort registration and NYC MWBE certification through NYC SBS for MWBE participation goals. Certification must be active — not pending or expired — at the time of submission.

NYS contracts require NYS MWBE certification through Empire State Development (ESD) — which is separate from NYC SBS certification. The MWBE/SDVOB-designated NYSCR contracts in this issue, including the SUNY ESF two-door project, the CUNY Baruch two-door project, the Namm Building second door, Lanmark Group's three simultaneous solicitations, Villager Construction, SUNY Buffalo's Triple Stream containers, and SUNY Stony Brook's HP Desktop procurement, are governed by NYS procurement rules. Confirm which certification layer applies before responding.

Federal contracts do not recognize NYC or NYS MWBE certification. This cycle's SAM.gov listings span Total Small Business, 8(a), and WOSB set-asides — each with its own eligibility requirements (active SAM.gov registration, SBA 8(a) program certification, or SBA WOSB program certification, respectively). SAM.gov registration is mandatory for any federal contract or subcontract pursuit.

Firms that pursue contracts before resolving certification gaps often lose months correcting eligibility issues after deadlines have passed.

A tracked multi-prime firm crossed into a rival's territory. Lanmark Group has been on our radar for running simultaneous MBE/WBE/SDVOB subcontractor solicitations across unrelated DASNY and DDC projects. This cycle it did something new: one of its three postings — Namm Building — is a second door on a scope Vernon Construction already claimed in Issue #37. We haven't previously tracked one multi-prime firm opening a door specifically on another multi-prime firm's own pick. Worth watching whether this becomes reciprocal, or whether it's a one-off.

Vernon Construction now faces a rival on every scope it holds. Between Andron Construction's door on Rockland PC (flagged Issue #37) and Lanmark's new door on Namm Building (this issue), both halves of Vernon's doubled-up-prime pair from last cycle are now contested. If a third Vernon scope appears with its own immediate rival, that would suggest competing firms are treating Vernon's postings as a target list rather than coincidence.

Two brand-new multi-door projects surfaced independent of any running thread. SUNY ESF's Illick Hall/Baker Hall renovation (Bette & Cring vs. Bellows Construction Specialties) and the CUNY Baruch façade restoration (GPA Environmental vs. Lanmark) both drew second doors this cycle without any prior-issue setup — meaning the multi-door pattern is now generating new instances organically, not just extending ones we already had open.

A likely duplicate posting under two different location labels. The Kunsela Hall renovation shows up as both "Utica, NY" (Northland Associates) and "Marcy, NY" (Beebe Construction Services, via SUCF) — same building, same due date, different geography stated. If this resolves as a genuine second door rather than a labeling inconsistency, it would be the third multi-door project this cycle alone.

The federal lane extended rather than closed. FEMA's GPATS BPA getting a week's reprieve, plus the WOSB marketing set-aside picking up a one-day amendment, breaks from the pattern of federal listings simply expiring on schedule. Worth watching whether extensions become a recurring feature of the federal lane the way agency-side doubling did on the NYS side.
