Issue #40 closed with Lanmark Group posting a fourth tracked door, Kubricky-Jointa Lime resurfacing, and FEMA's "closed" GPATS BPA reopening. We closed that issue watching whether Lanmark would post a fifth door, whether the Washington Irving, SUNY ESF, Namm Building, and Kunsela Hall threads would produce visible award data, and whether Kubricky-Jointa Lime's return would harden into a coordinated pattern.

This cycle answers one of those questions directly: the Washington Irving Branch Library thread never closed. Issue #40 reported it aged out of the open-opportunities pull with a due date of August 26. This cycle's NYSCR pull shows CUBE Construction Services LLC's own posting (CR#2138427) still open with a due date of September 10 — three weeks later than reported. Firms that read last issue's "aged out" note and moved on should recheck this one directly.

Elsewhere, a new firm joins the multi-prime pattern. Villager Construction, Inc. posted three separate MWBE/SDVOB solicitations this cycle — two for the same Peck Road Culvert Replacement project title in two different towns (Hilton and Hamlin, NY) plus a third for WWTP Improvements in Phelps, NY. That's the same "duplicate title, different location" signature the report first flagged with Kunsela Hall, now appearing in a fresh project.

Two projects also drew second doors this cycle. The TAB 26-6R I-90 safety improvements contract (Ontario/Monroe/Genesee Counties) now has both Cold Spring Construction Company and Sealand Contractors Corporation soliciting MWBE/WBE/SDVOB subcontractors for the same scope. And UH's "Replace North Penthouse Air Handlers – Phase 1" project now has both North Central Mechanical, Inc. and G.M. Crisalli & Associates, Inc. running parallel subcontractor calls.

On the federal side, this cycle's fresh SAM.gov pull adds a set-aside type not seen in recent issues: a HUBZone Set-Aside (Mission Support Services, Notice ID 140D0426R0115). The mix now spans Total Small Business, 8(a), and HUBZone. Two TEPS III listings (NRLFO Audit I and Records Admin Assistant Service) carry a due date of August 28 that has already passed while still showing "Active" in the SAM.gov export — firms with capacity riding on either should confirm status directly rather than assume they're still live.

FEMA's GPATS BPA (due August 31, previously reopened under an 8(a) set-aside in Issue #40) does not appear in this cycle's pull; firms should confirm directly on SAM.gov whether it closed as scheduled this time. The Washington Irving Branch Library thread wasn't actually dead — it was misreported as aged out. That's a data-hygiene lesson as much as a procurement one: this report's own "aged out" calls need a second look against the live NYSCR pull before firms are told to stand down. Worth rechecking every "aged out" call from Issues #38–40 against this cycle's live listings before the next issue.

Villager Construction joins the multi-prime club. Three MWBE/SDVOB solicitations in one cycle, including the duplicate-title, different-location pattern first seen with Kunsela Hall. Worth watching whether Villager becomes a recurring name like Lanmark, Kubricky-Jointa Lime, and James H Maloy.

Two-door contests are now appearing on non-Lanmark, non-Vernon projects. TAB 26-6R (Cold Spring vs. Sealand) and UH's air handlers project (North Central Mechanical vs. G.M. Crisalli) show the multi-door pattern spreading beyond the firms this report has tracked it on so far — suggesting it may be a structural feature of NYS subcontractor solicitations rather than a handful of firms' behavior.

The federal lane keeps adding set-aside types. Total Small Business, 8(a), WOSB, and now HUBZone have all appeared across the last several cycles. Worth tracking whether HUBZone becomes a recurring presence or was a one-cycle addition.

FEMA's GPATS BPA, reopened in Issue #40 under an 8(a) set-aside with an August 31 due date, has dropped out of this cycle's SAM.gov pull. Given last issue's "closed, then reopened" whiplash, firms should confirm directly on SAM.gov rather than assume this closure is final.
