Issue #39 closed with the reciprocity question answered: CUBE Construction Services had opened a door on Lanmark Group's own Washington Irving Branch Library pick, and SUNY ESF's Illick Hall/Baker Hall renovation had grown a third door in a single cycle. We closed that issue watching two things — whether the Namm Building contest would draw a third firm, and whether Northland Associates' two-campus pattern would harden into something recurring.

This cycle, Lanmark didn't wait to find out. While its own Washington Irving pick still had CUBE's rival door open through August 26, Lanmark Group posted a fourth tracked solicitation — CR#2138278, an MBE/WBE/SDVOB subcontractor call for the SUNY Southampton Student Center Structural Floor Replacement, issued August 20, due September 4. That's four simultaneous or overlapping Lanmark solicitations logged since Issue #35.

Lanmark isn't alone this cycle. Kubricky-Jointa Lime, LLC — the firm that set the "most simultaneous solicitations" record in Issues #35–37 — resurfaces with CR#2138195, a River Road culvert replacement subcontractor call in St. Armand, NY, issued August 18, due August 27. Two firms with the longest-tracked multi-prime histories in this report both posted again in the same seven-day window.

On the federal side, this cycle's fresh SAM.gov pull reverses last issue's narrowing. Issue #39 reported every federal listing carrying a Total Small Business Set-Aside, with no 8(a) or WOSB notices in the mix. This cycle's pull returns both: the Navy's Persistent Cyber Training Environment Support Services (WOSB, Notice ID N0018926QL202) — flagged as "unconfirmed" in Issue #39 — resurfaces with a confirmed August 25 deadline, and a new WIC Overseas Contract carries an 8(a) Set-Aside with a September 18 deadline.

The bigger federal surprise: FEMA's GPATS BPA (Notice ID 70FA2026R00000007), reported in Issue #39 as "closed as scheduled August 13," is back in this cycle's pull — now restricted to current SBA-certified 8(a) Program participants, with a new August 31 deadline. 📈 WHAT WE'RE TRACKING NEXT

Lanmark's pattern is no longer episodic. Four tracked Lanmark-originated solicitations since Issue #35, with the newest (Southampton) posted while its own Washington Irving pick still has a rival door open. Worth watching whether Lanmark opens a fifth before Issue #41.

Kubricky-Jointa Lime returns to the tracker. The firm that held the "most simultaneous solicitations" record in Issues #35–37 posted again this cycle. Two of the report's longest-tracked multi-prime firms were both active in the same seven-day window — worth watching whether this becomes a coordinated pattern or remains coincidental.

The federal lane's narrowing didn't hold. Issue #39 flagged an all-Total-Small-Business pull as possibly a "pull artifact." This cycle's mix of 8(a), WOSB, and Total Small Business set-asides suggests it was exactly that — a one-cycle anomaly, not a genuine narrowing.

FEMA's GPATS BPA reopening is the federal lane's biggest surprise. Reported closed on schedule in Issue #39, it resurfaced this cycle restricted to 8(a) holders with a new August 31 deadline. Firms that moved on after last issue should recheck it directly.

The Washington Irving, SUNY ESF, Namm Building, and Kunsela Hall threads have all aged past their due dates without visible resolution in NYSCR's public listings. Worth confirming outcomes directly with the awarding agencies before Issue #41.
