📋 WHAT'S IN THIS ISSUE

Issue #47 named a strategy: the late prime. A contractor opens an MWBE door on a job another prime already holds. Back then it was one firm, Luck Brothers, doing it twice in one day.

This week it was everywhere. At least six new doors in the Contract Reporter came from primes joining jobs where another prime had already posted:

  • Southtowns Advanced Wastewater Treatment Facility, Phase 2: Thalle Construction makes it four primes, joining Union Concrete, Mark Cerrone and Manning Squires Hennig. Thalle's door is due November 19; the other three close November 5.

  • Cornell Plant Science Building, Phase 2: LeChase joins Welliver McGuire, both due November 10.

  • Genesee Road Bridge over Hosmer Brook, Erie County: McLaughlin joins Union Concrete, due November 30.

  • NYSDOT D265814 culverts, Routes 22 & 67: James H. Maloy joins Kubricky-Jointa Lime, both due November 12.

  • Catskill East Village CSO Elimination: Carver's door closed October 26. W.M. Schultz and Wm. J. Keller & Sons each opened one, both due November 16.

  • CUNY Queens College Central Chiller Plant: after three straight issues at zero, Rocon Corp. opened the first prime door, due November 6. Rocon was one of the four primes on Baruch's boilers.

For certified subs, the math keeps changing in your favor. One estimate can now go to two, three or four teams on the same job.

Issue #49 reported one reserved buy. This week the MWBE or SDVOB Discretionary lane posted seven, the biggest batch since we started counting in Issue #46: warehouse staffing, workforce training, a software reseller contract, risk-management software, pest control in Hudson River Park, weapons-detection systems and interior design. None is construction. And DASNY posted a Medgar Evers College bid in Crown Heights, Brooklyn, limited to small and minority business concerns.

On NYC PASSPort: DHS medical services at two shelters, DCAS citywide moving services, DSS Community Guardian training and DEP construction management.

On the federal side, the lane is back, barely: two open Total Small Business set-asides, including Walter Reed's hospital communications contract with a new due date.

The window for reactive firms closes. The window for positioned firms opens.

🏛 SECTION 1 — TOP PICKS: NYC PASSPort

🩺 07126P0007 & 07126P0008 — Medical Services at the PATH Intake Clinic and the Atlantic Assessment Men's Shelter — DHS

EPINs: 07126P0007 / 07126P0008 | Agency: Department of Homeless Services | Release Date: 10/27/2026 | Due Date: November 24, 2026, 2:00 PM (both) | Category: Medical and Nursing Services | Procurement Method: Competitive Sealed Proposal

🟢 Three-week runway — health care, direct prime DHS released two medical-services RFPs on the same day: one for the PATH family intake clinic, one for the Atlantic Assessment men's shelter. These are direct-prime contracts for medical practices, nurse staffing firms and community health providers with shelter or clinic experience. Same due date, similar scope. If you can staff one, read both.

🚚 85727B0004 — Citywide Moving Services — DCAS

EPIN: 85727B0004 | Agency: DCAS Division of Municipal Supply Services | Program: DCAS – Citywide Procurement | Release Date: 10/28/2026 | Due Date: November 19, 2026, 2:00 PM | Category: Ground Transportation Services | Procurement Method: Competitive Sealed Bid

🟢 Two-week runway — a contract a moving company can win DCAS is bidding citywide moving services for city agencies. It's a competitive sealed bid, so the lowest responsive, responsible bidder wins. Certified moving and logistics companies with trucks, crews and insurance should price it. Citywide requirements contracts like this one can keep a small firm busy for years.

🎓 06927P0001 — APS Community Guardian Program (CGP) Training Services — DSS

EPIN: 06927P0001 | Agency: Department of Social Services | Program: (0756) Adult Protective Services | Release Date: 10/30/2026 | Due Date: December 11, 2026, 2:00 PM | Category: Education and Training Services | Procurement Method: Competitive Sealed Proposal

🟢 Five-week runway — training and professional development Issue #47 covered DSS's Community Guardian Services RFP (06926P0015, due November 20). Now DSS wants a firm to train the program. That's a training contract for curriculum developers, social-work educators and human-services consultants. Firms that can't run a guardianship program can still win the work of training the staff who do.

🏗 82627P0005 — BEDC-CAT-523-CM — DEP

EPIN: 82627P0005 | Agency: Department of Environmental Protection | Program: Engineering, Design and Construction | Release Date: 11/2/2026 | Due Date: December 10, 2026, 4:00 PM | Category: Civil Engineering | Procurement Method: Competitive Sealed Proposal

🟢 Five-week runway — construction management Released this morning. DEP is procuring construction management services under its engineering, design and construction bureau. CM contracts reward firms with inspectors, schedulers and cost estimators on staff. Certified CM and engineering firms should prime or team with a larger CM.

🗽 SECTION 2 — NYS CONTRACT REPORTER HIGHLIGHTS

MWBE/SDVOB-designated contracts flagged first.

🔵 MWBE OR SDVOB DISCRETIONARY ($150,000–$1,500,000) — Seven Reserved Buys, and None Is Construction

Issue Dates: 10/27–10/30/2026 | Platform: NYSCR

🟢 The biggest reserved batch since we started counting, and the widest

  • OGS, Warehouse Staff at the Brentwood Distribution Center: CR# 2138806, Brentwood, Long Island, due December 8

  • OPWDD, Creating Space Peer-to-Peer Training Initiative for Workforce Development and Morale: CR# 2140284, statewide, due November 18

  • SUNY Geneseo, LinkedIn Learning – Third Party Reseller: CR# 2140304, due November 18

  • Office of the State Comptroller, Enterprise Risk Management Software: CR# 2140341, Albany, due December 9

  • Hudson River Park Trust, Parkwide Pest Inspection, Monitoring & Extermination Services (RFQ): CR# 2140345, Manhattan, due November 19

  • SUNY Upstate Medical University, Hardware, Software and Support for Weapons Detection Systems, X-ray Bag Scanners and Handheld Metal Detector Wands: CR# 2140362, Syracuse, due November 20

  • NYS Department of Civil Service, Interior Design: CR# 2140387, due December 16

By issue: four in #46, zero in #47, four in #48, one in #49, seven in #50. Look at the range: a staffing agency, a training firm, a software reseller, a risk-software vendor, a pest-control company, a security-technology integrator and an interior designer each have a door reserved for certified firms. If you hold NYS ESD MWBE or OGS SDVOB certification and you're not in construction, this is your week. NYC SBS certification alone won't get you in.

🔵 SMALL & MINORITY BUSINESS ONLY — DASNY CUNY Medgar Evers College, Brooklyn

CR#: 2140380 | Agency: Dormitory Authority of the State of New York | Issue Date: 10/30/2026 | Due Date: December 16, 2026 | Location: Medgar Evers College, 1638 Bedford Avenue, Brooklyn, NY 11225 | Category: Construction

🟢 A prime contract restricted to small and minority business concerns, in Crown Heights DASNY's AB1 Domestic Hot Water System Upgrade and Asbestos Abatement is limited, per its title, to "Small Business Concerns and Minority Business Concerns only." The certified firm is the prime, not the sub. Plumbing, mechanical and abatement contractors in Brooklyn: pull the bid documents, confirm which certifications qualify, and line up bonding. Six weeks of runway. It's the second restricted DASNY CUNY bid in three issues, after York College (CR# 2139752, MWBE only, due November 19).

🔵 THE LATE PRIME GOES MAINSTREAM — Six Jobs, Six Late Doors

Category: Construction Horizontal & Vertical

🔴 This week's editorial thread

  • Southtowns AWTF Phase 2 Expansion, Erie County: Thalle Construction Co., CR# 2140357, issued 11/2, due November 19. Joins Union Concrete (CR# 2139603), Mark Cerrone (CR# 2139528) and Manning Squires Hennig (CR# 2139742), all due November 5. Four primes.

  • Cornell University, Renovate Plant Science Building – Phase 2: LeChase Construction Services, CR# 2140271, issued 10/28, due November 10. Joins Welliver McGuire (CR# 2140242, Issue #49).

  • Genesee Road Bridge over Hosmer Brook, Erie County: McLaughlin Construction Corp., CR# 2140414, issued 11/2, due November 30. Joins Union Concrete (CR# 2140213, due Nov 5).

  • NYSDOT D265814 Culvert Replacements, Routes 22 & 67 (Ballston, Milton, Willsboro): James H. Maloy, CR# 2140399, issued 11/2, due November 12. Joins Kubricky-Jointa Lime (CR# 2140030, due Nov 12).

  • Village of Catskill East Village CSO Elimination: W.M. Schultz Construction, CR# 2140293, issued 10/28, and Wm. J. Keller & Sons, CR# 2140366, issued 11/2, both due November 16. Carver's door (CR# 2140055) closed October 26.

  • CUNY Queens College Central Chiller Plant Steam Conversion & Asbestos Abatement: Rocon Corp., CR# 2140444, issued 11/2, due November 6. The first prime door on Queens College since DASNY posted the owner bid in Issue #47.

Three things stand out. Southtowns brings back the four-prime count, but slowly: Thalle arrived weeks after the first three. Maloy is now a late prime on Kubricky's job. Those are the two pipeline primes we've tracked longest. Rocon took the Baruch playbook to Queens College: Baruch's boilers drew Rocon as one of four primes. Queens College's Hot Water Storage Tank scope (due November 17) still has no prime door.

Late doors often carry later due dates. On Southtowns and Genesee Road, the newest prime's date runs two to four weeks past the others. Certified subs: if you missed the first prime's deadline, check whether a late prime's door is still open.

🏛 OWNER BID → PRIME DOOR — Three More

  • SUNY Poly Reconstruct Roof at Facilities Building, Utica (owner bid CR# 2140137, issued 10/22, due Dec 8) → Titan Roofing, CR# 2140254, issued 10/28, due Dec 8. Six days. Titan's third roofing door since Issue #48.

  • Essex County Contracted Paving, North Hudson (owner bid CR# 2140171, issued 10/23, due Nov 13) → Kubricky-Jointa Lime, CR# 2140273, issued 10/28, due Nov 12. Five days.

  • Albany Port District Commission, Construction of Marine Facilities (owner bid CR# 2140275, issued 10/27, due Dec 7) → D.A. Collins Construction, CR# 2140461, issued 11/2, due Dec 7. Six days.

Six fires of the signal in two issues. D.A. Collins also posted a Thruway bridge rehab package the same day (Rt. 9W and Glenmont Rd. over I-87, Mariaville Rd. over I-90; CR# 2140452, due Nov 18).

🏥 SPECIALTY WATCH — Two Hospital CT Rooms, One Week

  • PAV-LAK Contracting, SUNY Stony Brook University Hospital – ACP CT Replacement: CR# 2140332, due November 30

  • Northland Associates, SUNY Upstate University Hospital CT Replacement Renovations: CR# 2140451, due November 6

CT-room replacements need shielding, MEP, medical-gas and specialty finishes. PAV-LAK is now running two Stony Brook doors (this and I-DIME from Issue #49). Certified healthcare-construction specialists: these jobs are built for you.

🏙 NYC AGENCY & PRIME WATCH — Brooklyn, Manhattan and Regional Doors

  • NYCHA – V/C Floor Tile Installation, Manhattan MN08/MN09: CR# 2140176, due November 25. That's NYCHA's fourth floor-tile requirement contract in three weeks.

  • OGS – Q1996C Office Modifications, 7th Floor, Shirley Chisholm State Office Building, 55 Hanson Place, Brooklyn: CR# 2140309, due December 9

  • MTA C&D – Brooklyn Vent Building and Governors Island Vent Building Facade Repairs and Roof Rehabilitation, Hugh L. Carey Tunnel: CR# 2140299, due December 1

  • SUNY Fashion Institute of Technology – Science Department Renovation, Manhattan: CR# 2140395, due November 23

  • OPWDD – 2027–2032 Transportation Services for Day Habilitation Programs in the Bronx, New York, Nassau and Suffolk Counties: CR# 2140266, due December 15

  • Port Authority – Shuttle Services for PATH and Port Authority Employees, 4-Year Contract: CR# 2140423, due November 12

  • Port Authority – Rebid: Federal Drug Testing Services (CR# 2140324) and In-House Drug Testing Services (CR# 2140325), 4-year requirements contracts, both due November 10

  • L3Harris Technologies – MBE, WBE and SDVOB Contracting Opportunity, construction sites along the NYS Thruway (contractor ad): CR# 2140303, due December 10

OPWDD's five-year transportation contract covers the Bronx and Manhattan. Certified transportation companies with accessible vehicles should read it. The Port Authority's two drug-testing rebids mean the first round didn't produce awards. Certified testing labs and occupational-health firms get a second shot.

🧠 BEYOND CONSTRUCTION — Health IT, Consulting, Legal and Marketing

  • NYS DOH – RFP: Converged Eligibility and Enrollment (E&E) System and Appeals Management System: CR# 2140439, due February 19, 2027

  • CUNY – Equal Opportunity and Non-Discrimination Policy on Sexual Misconduct Investigations, Consultant on Retainer: CR# 2140306, due November 19

  • SUNY System Administration – Retirement Plan Consultant RFP: CR# 2140348, due November 27

  • Empire State Development – RFP to Develop a NYS Life Sciences Ecosystem Analysis: CR# 2140475, due December 3

  • NYPA – Cost of Service and Rate Consulting Services: CR# 2140007, due November 23

  • Westchester Medical Center – Comprehensive Central Sterile Processing Services RFP: CR# 2140406, due December 18

  • NYS Agriculture & Markets – Marketing and Advertising for NYS County and Local Fairs (funding notice): CR# 2140295, due December 1

  • Hudson Valley Community College – OSHA 10 Instructor: CR# 2140183, due November 24

The DOH eligibility-system RFP is the largest technology procurement in this export. Primes will need certified subcontractors for testing, training, data migration and staffing, and it has a three-and-a-half-month runway. CUNY's investigations retainer is a door for employment and civil-rights attorneys and investigators.

NYS RFIs this week: Empire AI Consortium, Advanced AI and HPC Computing Infrastructure, up to 5 MW (CR# 2140363, Dec 4); Roswell Park, Enterprise Data Ecosystem (CR# 2140335, Nov 12); NYSERDA, Integrated Energy Data Resource (CR# 2140302, Dec 14); OASAS, RFI 26025 Faith-Based Leadership Training and Community Engagement (CR# 2140459, Dec 15).

🇺🇸 SECTION 3 — FEDERAL / SAM.GOV (SET-ASIDES)

🎓 Army Continuing Medical Education (CME) Reaccreditation — Office of the Army Surgeon General — Total Small Business Set-Aside

Notice ID: W81K00-27-Q-A016 | Published: October 30, 2026 | Due Date: November 10, 2026, 10:00 AM CST (11:00 AM EST) | Set-Aside: Total Small Business Set-Aside (FAR 19.5) | NAICS: 541611, Administrative Management and General Management Consulting Services | PSC: Education/Training – Certifications/Accreditations for Educational Institutions | Type: Solicitation | POC: Darlena Rivera, Marc A. Flores

🟡 Eight-day runway — accreditation consulting The Army Surgeon General's Medical Education Directorate oversees continuing medical education for Medical Corps officers. It wants a contractor to advise on compliance with the Accreditation Council for Continuing Medical Education (ACCME) requirements and help the Army reach a six-year reaccreditation. It fits small firms with CME accreditation, medical-education or higher-ed compliance consulting experience.

🏥 Hospital Communications Support — Walter Reed National Military Medical Center — Total Small Business Set-Aside (Back, With a New Date)

Notice ID: RFQHT001426QE048 | Last Modified: October 28, 2026 | Due Date: November 9, 2026, 3:00 PM EST | Set-Aside: Total Small Business Set-Aside (FAR 19.5) | NAICS: 541611 | PSC: Support – Professional: Communications | Type: Solicitation | POC: Philip Atwell, Gregory M. Crump

🟡 One-week runway — read the revised documents first Walter Reed's communications and executive-secretariat support contract carried through Issues #46 and #47, then dropped out of our SAM.gov export in #48. It's back with revised documents, a Q&A, and a new due date of November 9. The notice says to review the revisions before submitting. It fits small communications, executive-support and administrative-services firms.

Federal lane note: Two open set-asides, both Total Small Business, both NAICS 541611. That's one new notice (Army) and one revived (Walter Reed). New notices by issue: four in #44, two in #45, one in #46, one in #47, two in #48, zero in #49, one in #50. Still no WOSB, 8(a) or HUBZone. We're not padding the section to hit three or four.

⚠️ IMPORTANT MWBE PROCUREMENT NOTE

Issue #50 draws from NYC PASSPort, the NY State Contract Reporter, and SAM.gov. Eligibility differs across all three layers:

NYC contracts require active PASSPort registration and NYC M/WBE certification through NYC SBS for MWBE participation goals. Certification must be active, not pending or expired, at the time of submission. This week's DHS, DCAS, DSS and DEP picks are direct-prime opportunities; read each solicitation for its own participation terms.

NYS contracts require NYS MWBE certification through Empire State Development (ESD), which is separate from NYC SBS certification. SDVOB certification is issued by NYS OGS. That covers all seven reserved discretionary buys and every contractor ad in Section 2. DASNY's Medgar Evers bid is restricted to "small business concerns and minority business concerns"; read the bid documents for which certifications qualify.

Federal contracts do not recognize NYC or NYS MWBE certification. Federal set-asides (WOSB, 8(a), HUBZone, Total Small Business) are administered by the SBA. Active SAM.gov registration is mandatory for any federal contract or subcontract pursuit. Both open notices this week are Total Small Business under NAICS 541611, so your size status under that code is what qualifies you.

Firms that pursue contracts before resolving certification gaps often lose months correcting eligibility issues after deadlines have passed.

📊 WHAT WE'RE TRACKING NEXT

  • The late prime goes mainstream. Six jobs drew late-prime doors this week, up from Luck Brothers' two in Issue #47. Watch whether the late prime becomes the default, with every job drawing a second door a week or two after the first.

  • Southtowns: four primes, staggered. Three doors close November 5; Thalle's runs to November 19. Watch for a fifth.

  • Maloy vs. Kubricky. Maloy opened a door on Kubricky's D265814 culverts. Watch whether Kubricky answers on a Maloy job (City of Albany Transfer Station, due Nov 17).

  • Queens College: one down, one to go. Rocon opened the Central Chiller Plant door. The Hot Water Storage Tank scope (Nov 17) still has none. We'll count again in #51.

  • The reserved lane: 4, 0, 4, 1, 7. Seven buys, none of them construction. Watch whether #51 holds the non-construction mix.

  • Restricted DASNY CUNY bids. York College (MWBE only) in #48, Medgar Evers (small and minority business only) in #50. Watch for a third campus.

  • Owner bid → prime door. Six fires in two issues (Saranac Lake, Johnson City, Plant Science, SUNY Poly, North Hudson, Albany Port). Johnson City's site/civil and electrical packages still have no prime doors.

  • NYCHA's flooring wave. Four V/C floor-tile requirement contracts in three weeks (BK06/07, BK08/09, MN06/07, MN08/09). Watch for Bronx, Queens and Staten Island neighborhoods.

  • Hospital CT rooms. Stony Brook and SUNY Upstate posted CT-replacement doors the same week. Watch for more SUNY hospital imaging work.

  • The federal lane: back, barely. Two open set-asides, both 541611. Watch whether November brings a WOSB, 8(a) or HUBZone notice.

• • Liberty Street award. Still pending. When it posts, we'll report which of the four primes won.

The MWBE Report monitors NYC PASSPort, NY State Contract Reporter, and SAM.gov procurement listings weekly to identify time-sensitive opportunities for certified MWBE firms across construction, services, technology, and professional services sectors.
