Last issue we asked whether James H. Maloy, Inc. could sustain the four-door pace it opened in Issue #44. It did — three new DBE/MBE/WBE/SDVOB solicitations this week (a Schenectady parking lot, a Schoharie County bridge replacement, and an Albany County bridge rehabilitation), bringing Maloy to seven open or recently closed doors across two issues.

But the bigger story this week is what happened around Maloy. For the first time, the multi-prime pattern we've tracked since Lanmark turned into direct competition on the same projects:

Same project, two primes, two doors. For certified subs, that's leverage: two estimators need your number on the same scope.

On the agency side, five NYSCR listings this week were posted under the MWBE or SDVOB Discretionary Procurement ($150,000–$1,500,000) ad type — four of them NYC-based (CUNY Hunter College AV and stage lighting, CUNY pre-employment background investigations, and a Javits Center HVAC filter blanket contract). DASNY also now has three separate Baruch College scopes in play at once.

On NYC PASSPort, DEP released a Bowery Bay wastewater plant bid today, HPD has a Harlem elevator repair, and DCAS has a citywide sidewalk shed and scaffolding requirements contract.

On the federal side, the lane thinned out: only two active set-asides in this week's SAM.gov pull, down from four in Issue #44, both carryovers — and one closes this afternoon.

GPA Environmental's contractor ad on Newman Hall is the first firm-side posting we've seen tied to one of DASNY's restricted EOIs; read it to see what trades GPA is filling. For certified abatement, mechanical, and interior renovation firms in Manhattan, Baruch is the single most concentrated work site in this issue.

Scope includes delegated-authority reviews for 7(a) lenders, desktop reviews and financial analysis, and work in the Lender Portal and CAFS. Offerors must be SBA-certified WOSBs at proposal submission and at award. The past-performance questionnaire (Attachment D) is due at the same time as proposals. Submissions go by email to the contracting officer — no portal.

Federal lane note: This week's SAM.gov export surfaced only these two active set-asides — both first reported in Issue #44, and one closing today. Zero new WOSB, 8(a), HUBZone, or Total Small Business notices surfaced this cycle. We're reporting what's there rather than padding the section.

Issue #45 draws from NYC PASSPort, the NY State Contract Reporter, and SAM.gov. Eligibility across all three layers:

NYC contracts require active PASSPort registration and NYC M/WBE certification through NYC SBS for MWBE participation goals. Certification must be active — not pending or expired — at time of submission.

NYS contracts require NYS MWBE certification through Empire State Development (ESD) — separate from NYC SBS certification. SDVOB certification is issued by NYS OGS. This includes the James H. Maloy, DelSignore, Harrison and Burrowes, Andron, Matco, and A Book Company calls, and the DASNY CUNY EOIs. The five MWBE/SDVOB Discretionary listings this week are the clearest example of why state certification matters: that ad type is reserved for certified firms, so an NYC-only certification will not get you through the door.

Federal contracts do not recognize NYC or NYS MWBE certification. Federal set-asides — WOSB, 8(a), HUBZone, Total Small Business — are administered by the SBA. Active SAM.gov registration is mandatory for any federal contract or subcontract pursuit. And as this week's mail processing notice shows, always read the solicitation text, not just the coded set-aside field.
