Maloy, Inc. is running four separate DBE/MBE/WBE/SDVOB subcontractor and supplier solicitations at once — a NYSTA bridge rehabilitation spanning I-87 and I-90, a new town park in Corinth, a dam drain replacement in Lake Luzerne, and a sidewalk enhancement project for the Schenectady Metroplex Development Authority. Four concurrent doors from one contractor is the exact signature we've tracked from Lanmark Group and Kubricky-Jointa Lime in past issues — Maloy is now running the same playbook.

Speaking of Lanmark: the prime is back again this cycle with an MBE/WBE subcontractor call for an OGS elevator replacement in Long Island City, keeping its name in front of certified firms on a rolling basis rather than project-by-project.

On the agency side, DASNY has two CUNY solicitations posted this cycle that go further than participation goals — both are explicitly restricted EOIs for Minority and Women-Owned Business Concerns only: a façade restoration and hazardous materials abatement at Baruch College's Newman Hall, and a domestic hot water system upgrade with asbestos abatement at Medgar Evers College. These are full carve-outs at the EOI stage, not goal-driven subcontracting lanes — a distinct and stronger MWBE mechanism worth knowing the difference on.

On NYC PASSPort, NYCHA has a direct-hire Requirement Contract for vinyl composition floor tile installation across three Bronx neighborhood clusters (BX03, BX05/BX06, BX07), plus DDC and DPR bids closing as soon as this week.

On the federal side, four set-asides are active: a WOSB risk-management and financial-support contract, an 8(a) sole-source mail processing program, a Total Small Business set-aside for Air Force JROTC accoutrement purchasing that closes today, and a Total Small Business set-aside for a New Mexico Army National Guard multimedia specialist role.

NYC contracts require active PASSPort registration and NYC MWBE certification through NYC SBS for MWBE participation goals. Certification must be active — not pending or expired — at time of submission.

NYS contracts require NYS MWBE certification through Empire State Development (ESD) — separate from NYC SBS certification. This includes the James H. Maloy, Lanmark, Andron, Carver, Villager, and McLaughlin subcontractor calls, and the DASNY CUNY EOIs. The two DASNY EOIs this cycle (Baruch Newman Hall, Medgar Evers) are eligibility restrictions, not participation goals — confirm active NYS MWBE certification before responding, since ineligible firms cannot bid at all.

Federal contracts do not recognize NYC or NYS MWBE certification. Federal set-asides — WOSB, 8(a), Total Small Business — are administered by the SBA. Active SAM.gov registration is mandatory for any federal contract or subcontract pursuit.
