Issue #41 closed, watching four threads: whether the Washington Irving Branch Library contest would resolve before its new September 10 deadline, whether Villager Construction's duplicate-title pattern would recur, whether the TAB 26-6R and UH air-handlers two-door contests would settle to a single prime, and whether HUBZone set-asides would keep appearing in the federal pull.

This cycle answers the fourth question and raises a new one. Mission Support Services (Notice ID 140D0426R0115) — the HUBZone listing flagged fresh in Issue #41 — carries forward unchanged, still due September 4. That date has now passed while the notice remains part of this cycle's active pull. HUBZone-certified firms riding on it should confirm status directly on SAM.gov rather than assume it closed on schedule.

On PASSPort, DDC's four-borough "Prior Notice Sidewalks" run — flagged in Issue #41 when Queens, the Bronx, Staten Island, and Manhattan each drew a same-day posting — just completed. This cycle's freshest PASSPort pull adds 85027B0018-HWS2026K, a Prior Notice Sidewalks solicitation for Brooklyn, issued the same way DDC issued the other four. All five boroughs now carry a parallel posting under the same naming convention. Worth watching whether DDC repeats this pattern on a different scope next.

The duplicate-title signature this report has tracked since Kunsela Hall — the same project title posted more than once — shows up in two new places this cycle, neither of them a contractor MWBE ad. On NYSCR, SUNY New Paltz's Peregrine Dining Hall renovation now has two separate primes running parallel subcontractor calls: Andron Construction Corp (CR#2138590) and PC Construction Company (CR#2138669), both due September 23. And on SAM.gov, "AK-KENAI NWR-VC EXHIBIT UPDATES" appears under two different Notice IDs — 140FS126Q0148 (due September 9) and 140FS126Q0149 (due September 16) — the first duplicate-title pair this report has caught on the federal side.

A third variant surfaced on the agency side. MTA-NYCT's "Project Management Consultant Services for Design-Build Services for Station State of Good Repair Work – Package 3 (State)" now carries two CR#s: 2138617 (carried forward from Issue #41, due October 9) and 2138752 (issued September 4, due October 15, six days later). Unlike the contractor-ad duplicates this report has tracked, this one comes directly from the awarding agency re-posting its own solicitation — worth confirming with MTA-NYCT which posting is current before responding to either.

Elsewhere, Lanmark Group posted three simultaneous MWBE/WBE subcontractor calls this cycle — Queens College Rathaus Hall (due 9/10), Brooklyn Children's Museum HVAC (due 9/16), and New York City Center Chiller Replacement (due 9/17) — continuing the multi-prime pattern this report has tracked on the firm since Issue #38. James H Maloy, Inc. matched with three of its own: Albany County Heritage Lane Sidewalks (due 9/10), City of Albany Hackett Boulevard Stormwater (due 9/22), and City of Schenectady Steinmetz Park Fishing Pier (due 9/16).

Key eligibility reminders across all three layers: NYC contracts require active PASSPort registration and NYC MWBE certification through NYC SBS for MWBE participation goals. Certification must be active — not pending or expired — at the time of submission. NYS contracts require NYS MWBE certification through Empire State Development (ESD) — which is separate from NYC SBS certification. Every prior instance this report tracked — Kunsela Hall, Villager Construction's Peck Road postings — came from a firm running its own MWBE/SDVOB subcontractor ad twice. This cycle produces two new variants: a federal Notice ID posted twice under the same title (AK-KENAI NWR-VC Exhibit Updates), and an agency re-posting its own solicitation under an identical title with a shifted due date (MTA-NYCT's Package 3). Worth confirming in the next cycle whether this is a data-capture artifact of these pulls or a genuine structural habit spreading across procurement layers.

The five-borough sidewalks set is complete. DDC's "Prior Notice Sidewalks" run — Queens, the Bronx, Staten Island, and Manhattan flagged in Issue #41, Brooklyn added this cycle — now covers all five boroughs under the same naming and posting convention. Worth watching whether DDC repeats the borough-by-borough approach on a different scope next.

Both firms posted exactly three simultaneous MWBE/SDVOB subcontractor calls this cycle, on different agencies and different scopes. Worth tracking whether three becomes the new baseline for these firms rather than the peak this report has been counting toward.

The federal lane keeps thinning. This cycle's SAM.gov pull returned only six total listings — the thinnest in recent cycles — with no 8(a) or WOSB set-asides and one HUBZone listing carried forward past its own due date. Worth confirming next cycle whether HUBZone appears again or was a one-cycle addition, as flagged in Issue #41.

The Washington Irving Branch Library thread remains unresolved. Flagged in Issue #40 as aged out, then in Issue #41 as still open three weeks past that reported date, this cycle's NYSCR pull window doesn't reach back far enough to confirm its status either way. Firms with capacity riding on CR# 2138427 should check NYSCR directly rather than rely on this report's prior "still open" call.
