Four estimators, one parking lot, one deadline. And Liberty Street isn't alone. Four more projects drew two or more prime doors this cycle (GObike Buffalo, Binghamton's Student Affairs Rehearsal Building, SUNY Potsdam Bowman Hall, and the Southtowns wastewater expansion).

Downstate, the story is Vernon Construction & Development, which opened three NYC doors on a single day: two on DASNY's Baruch campus wave and one at Queens Hospital. On Baruch's South Campus Boilers job, Vernon now has company: Rocon Corp. posted its own door the same morning. The Baruch wave we flagged in Issue #45 has started pulling in primes.

On the agency side, four more NYS buys landed in the MWBE or SDVOB Discretionary ($150,000–$1,500,000) lane, and three of the four are IT.

On NYC PASSPort, the strongest picks lean Brooklyn:

  • DEP's Gowanus Canal CSO facilities

Federal lane note: This week's SAM.gov export surfaced exactly one active set-aside. Both Issue #45 carryovers (the USDA mail-processing notice and the GSA/SBA WOSB IDIQ) have closed. ⚠️ IMPORTANT MWBE PROCUREMENT NOTE

Issue #46 draws from NYC PASSPort, the NY State Contract Reporter, and SAM.gov. Eligibility differs across all three layers:

NYC contracts require active PASSPort registration and NYC M/WBE certification through NYC SBS for MWBE participation goals. Certification must be active, not pending or expired, at the time of submission.

NYS contracts require NYS MWBE certification through Empire State Development (ESD), which is separate from NYC SBS certification. SDVOB certification is issued by NYS OGS. This covers the Liberty Street primes, Vernon, Rocon, Siemens, Maloy, and the DASNY Baruch scopes. The four MWBE/SDVOB Discretionary listings this week make the point clearly: that ad type is reserved for certified firms, and an NYC-only certification will not get you through the door. If you're a certified IT firm, that is where this week's state-side opportunity is.

Federal contracts do not recognize NYC or NYS MWBE certification. Federal set-asides (WOSB, 8(a), HUBZone, Total Small Business) are administered by the SBA. Active SAM.gov registration is mandatory for any federal contract or subcontract pursuit. This week's only federal set-aside is Total Small Business, so size status, not a designation, is what qualifies you.

Firms that pursue contracts before resolving certification gaps often lose months correcting eligibility issues after deadlines have passed.

📊 WHAT WE'RE TRACKING NEXT

  • Four primes, one parking lot. Liberty Street went from two prime doors to four in one week, with Keller and Carver joining Maloy and DelSignore, all closing October 6. When the award posts, we'll check which prime won and whether the certified subs that priced to all four came out ahead. This is the clearest sign yet that on state-funded horizontal work, certified subs are the scarce input.

  • Vernon's three-door day. Vernon opened three NYC solicitations on October 5: two Baruch scopes plus Queens Hospital. Add the Rockland PC and Namm Building contests, and Vernon is now both a contested prime and a concurrent-solicitation prime. Watch whether Lanmark or CUBE answers on Baruch.

  • Baruch is drawing primes. All three DASNY Baruch scopes now have contractor-side doors (GPA on Newman Hall, Vernon on the IT Building, Vernon and Rocon on the South Campus Boilers). The campus wave we flagged as an agency story in Issue #45 has become a prime-competition story.

  • Owner ad, then prime door. Town of Owego/ZMK on Foster Valley Road and SUCF/Murnane on SUNY Plattsburgh both showed a prime opening its MWBE door within days of the owner's bid ad. Certified subs can use the owner ad as an early warning that subcontracting calls are coming.

  • Maloy: one, not two. One new Maloy door this week (OPRHP Avenue of the Pines), below the two-door bar we set in Issue #45. Issue #47 decides whether Maloy is a standing pipeline or a two-cycle spike.

  • The discretionary lane goes digital. Three of this week's four MWBE/SDVOB discretionary buys are IT (NYSIF, DOL, OASAS). Watch whether certified tech firms become the main beneficiaries of the reserved lane.

• • Federal lane down to one. Four set-asides in Issue #44, two in #45, one in #46, and no WOSB, 8(a), or HUBZone notices at all. Watch whether Issue #47 breaks the slide or whether the lane closes out the month empty.
