📋 WHAT'S IN THIS ISSUE

Two weeks ago, four primes on one Schenectady parking lot. Last week, four primes on one Baruch boiler room. This week, four primes on one Syracuse community-college building.

Onondaga Community College's Renovations to Coyne Hall now has four prime contractors recruiting certified subs, and five separate postings:

  • Northland Associates (CR# 2139809), due Oct 28

  • Bette & Cring (CR# 2139838 and CR# 2139843, posted on back-to-back days), both due Oct 28

  • Con Tech Building Systems (CR# 2139849), due Oct 28

  • C&S Technical Resources (CR# 2139882, mechanical renovations), due Oct 26

Three weeks, three regions, three building types. Four primes on one job is no longer an event. It's the baseline.

Issue #46 asked whether Lanmark or CUBE would answer on Baruch. Last week, neither had. This week, both did, on Baruch's other job. The Information & Technology Building library renovation now has three primes: Vernon, Lanmark and CUBE. And Queensborough's RFK Hall gym picked up a third prime too: Iannelli Construction.

The Issue #47 tests resolved. The MWBE/SDVOB Discretionary lane came back with four new buys, three of them technology or equipment. Queens College has zero prime doors so far. And DASNY posted a MWBE-only owner bid at CUNY York College in Jamaica, Queens.

On NYC PASSPort, the week's best picks are outside construction: OTI temporary staffing, a DCAS real estate appraisal RFP, and an ACS juvenile-justice services RFP. Three agencies also posted five RFIs, the earliest door in public procurement.

On the federal side, three of four active set-asides are creative work: marketing, advertising and graphic design. That's new.

The window for reactive firms closes. The window for positioned firms opens.

🏛️ SECTION 1 — TOP PICKS: NYC PASSPort🌡️ 💼 85827B0001 — Temporary Personnel Services — OTI

EPIN: 85827B0001 | Agency: Department of Information Technology and Telecommunications | Program: MOME | Release Date: 10/16/2026 | Due Date: November 17, 2026, 2:00 PM | Category: Human Resources Services | Procurement Method: Competitive Sealed Bid

🟢 Four-week runway — staffing, priced to win OTI is bidding a temporary personnel services contract. Staffing is one of the most common certified-firm industries in the city, and this is a direct-prime opportunity. It's a competitive sealed bid, not a proposal, so award goes to the lowest responsive, responsible bidder. Your rate sheet is the pitch. Confirm your PASSPort vendor profile and insurance are current before you price it.

🏠 85625P0004 — RFP Appraisal of Real Estate — DCAS

EPIN: 85625P0004 | Agency: Department of Citywide Administrative Services | Program: RES – Appraisals | Release Date: 10/15/2026 | Due Date: November 12, 2026, 2:00 PM | Category: Real Estate Land and Appraisal Services | Procurement Method: Competitive Sealed Proposal

🟢 Three-week runway — licensed professional services DCAS is seeking proposals for real estate appraisal services. This is a niche the city buys regularly and few certified firms chase. State-certified appraisers with commercial and municipal experience should read the scope now. Proposals are scored on qualifications as well as price, so past appraisal reports and staff credentials carry weight.

🧒 06826P0005 — Alternative to Placement & Aftercare Services — ACS

EPIN: 06826P0005 | Agency: Administration for Children's Services | Program: Alternative to Placement and Aftercare Services | Release Date: 10/16/2026 | Due Date: November 23, 2026, 2:00 PM | Category: Detention Center Services | Procurement Method: Competitive Sealed Proposal

🟢 Five-week runway — juvenile-justice human services ACS is procuring community-based alternatives to placement and aftercare for young people in the juvenile-justice system. It's a direct-prime opportunity for youth-services, case-management and family-support providers with an existing program record. ACS also released an Appreciative Inquiry Training procurement the same day (below). Read both if your organization does training as well as direct service.

🧯 82626B0051 — Preventive Maintenance, Inspection, Testing and Repair of Fire Protection & Fire Alarm Systems at Various DEP Facilities — DEP

EPIN: 82626B0051 | Agency: Department of Environmental Protection | Program: Water and Sewer Operation | Release Date: 10/14/2026 | Due Date: November 10, 2026, 10:00 AM | Category: Building Maintenance and Repair Services | Procurement Method: Competitive Sealed Bid

🟢 Three-week runway — recurring maintenance work DEP is bidding fire-protection and fire-alarm maintenance across multiple facilities. Maintenance contracts pay out over the life of the contract instead of in one burst, which suits small firms building steady revenue. Licensed fire-suppression, fire-alarm and sprinkler contractors should bid direct. This scope showed up four times this week across city and state listings (DEP, NYCHA, OPWDD and Ramapo). Firms in this trade have a busy month.

🔎 Five RFIs: The Earliest Door in Public Procurement

An RFI isn't a contract. It's an agency asking the market how to write one. Firms that respond help shape the scope, get on the agency's radar, and see the solicitation coming. Three NYC agencies posted five RFIs this week:

  • DOC, Barista / Food Handler / Cleaning / Maintenance (07227Y0430), Adult Programs, due Oct 27, 2:00 PM. Vocational-training and food-service firms, take note.

  • DOC, Visitor Fingerprint Identification System (VFIS) (07227Y0423), due Oct 23, 3:00 PM

  • DOHMH, INSTI HIV-1/2 Test Kits and Control Test Kits (81627Y0870), due Oct 23, 2:00 PM

  • DOHMH, Precisely Software Incorporated (81627Y0872), due Oct 29, 2:00 PM

  • DDC, PW77ELEV 120-55 Queens Blvd. Elevator Modernization (85027Y0185), inspection/testing, due Oct 26, 2:00 PM

Also on PASSPort this week:

  • ACS, Appreciative Inquiry Training (06827N0001), Negotiated Acquisition, due Nov 9, 2:00 PM

  • DDC, PW348-91/-94 Requirements Contract for CM/Design/Build, Petroleum Storage Tank Sumps, Citywide (85027P0001), released 10/19, due Dec 3, 12:00 PM (also posted on NYSCR, CR# 2139818)

  • Parks, M289-120M East River Esplanade E36–38 St Seawall Reconstruction (84627B0009), due Nov 2, 10:30 AM (also on NYSCR, CR# 2139937)

  • Parks, MG-126M Manhattan Street Tree Planting FY27 (84627B0023), due Nov 6, 10:30 AM

  • DCAS, Stump Grinder – Parks (85727B0029), due Nov 18, 10:30 AM

  • DOT, Citywide Transit Signal Priority (84126P0001), due Oct 26, 2:00 PM (carryover)

  • DSS, Community Guardian Services RFP (06926P0015), due Nov 20, 2:00 PM (carryover)

  • DSS, Jobs-Plus Employment Program (06926P0019), due Nov 30, 2:00 PM (carryover)

🗽 SECTION 2 — NYS CONTRACT REPORTER HIGHLIGHTS

MWBE/SDVOB-designated contracts flagged first.

🔵 MWBE-ONLY OWNER BID — DASNY CUNY York College Exterior Light & Perimeter Fence & Asbestos Abatement

CR#: 2139752 | Agency: Dormitory Authority of the State of New York | Issue Date: 10/14/2026 | Due Date: November 19, 2026 | Location: York College Academic Core Building, 94-20 Guy R. Brewer Blvd, Jamaica, Queens | Category: Construction Vertical

🟢 The rarest door: a prime contract only certified firms can bid DASNY limited this one to minority- and women-owned business concerns. That makes the certified firm the prime, not the sub. The scope covers exterior lighting, perimeter fencing and asbestos abatement at a Queens CUNY campus. Electrical, fencing and abatement firms with NYS MWBE certification should pull the bid documents now and confirm bonding capacity. Issue #44 tracked DASNY's dual CUNY MWBE-only EOIs; this is the bid-stage version of that model.

🔵 MWBE OR SDVOB DISCRETIONARY ($150,000–$1,500,000) — The Reserved Lane Is Back

Issue Dates: 10/13–10/16/2026 | Platform: NYSCR

🟢 Four new reserved buys after a zero week

  • SUNY Downstate, LinkedIn Hiring Enterprise Program Licenses: CR# 2139842, Brooklyn, due November 3

  • CUNY BMCC, Ancillary Medical Equipment for Hospital Simulation Center: CR# 2139840, 199 Chambers St, Manhattan, due November 5

  • Roswell Park Cancer Institute, Multi Function Device Support Services: CR# 2140001, Buffalo, due November 6

  • NYPA, Claroty Secure Access – DP: CR# 2139806, due November 3

Issue #47 asked whether the lane would restart. It did, with four. Three of the four are technology or equipment resale and support (software licenses, copier/MFD support, OT cybersecurity), and two are downstate. If you're a certified IT reseller, value-added reseller or medical-equipment supplier, these are written for you. NYS ESD MWBE or OGS SDVOB certification is required. NYC SBS certification alone won't get you in.

🔵 MWBE CONTRACTOR ADS — OCC Coyne Hall: Four Primes, Five Postings

Owner: Onondaga Community College | Location: Onondaga Road, Syracuse | Category: Construction Vertical

🔴 Third straight week of four primes on one job

  • Northland Associates, Inc.: CR# 2139809, issued 10/13, due October 28

  • Bette & Cring, LLC: CR# 2139838, issued 10/13, and CR# 2139843, issued 10/14, both due October 28

  • Con Tech Building Systems, Inc.: CR# 2139849, issued 10/14, due October 28

  • C&S Technical Resources, Inc. (mechanical renovations): CR# 2139882, issued 10/14, due October 26

Liberty Street, then Baruch, now Coyne Hall. Bette & Cring posted twice in two days on the same job, the self-duplicate pattern we first flagged in Issue #43. C&S is a mechanical specialist bidding as prime, the same move Maric and Boilermatic made on Baruch last week. Certified Central New York trades: one estimate, four teams. Note that C&S lists the address as 4696 Onondaga Rd and the others list 4969. Same campus; confirm with the prime.

🔵 M/WBE & SDVOB DESIGNATED — Lanmark and CUBE Return to Baruch, and RFK Hall Gets a Third Prime

Owner: DASNY / CUNY | Category: Construction Vertical

🟡 The answer Issue #46 waited for, one job over

  • Baruch College I&T Building 2nd, 3rd & 4th Floor Library Renovation & Asbestos Abatement (DASNY owner bid CR# 2139319, due Oct 29):

    • Lanmark Group, Inc.: CR# 2139860, issued 10/14, due October 29

    • CUBE Construction Services LLC: CR# 2139918, issued 10/15, due October 29

    • Vernon Construction & Development: CR# 2139540, due October 26 (Issue #46)

  • CUNY Queensborough RFK Hall Gym & Locker Room Renovations:

    • Iannelli Construction Co. Inc.: CR# 2139774, issued 10/13, due October 30. Joins CUBE and E.W. Howell from Issue #47, whose doors have closed.

Lanmark and CUBE have now faced each other at Washington Irving (Issue #39) and at Baruch's library. Iannelli's door matters because it's the only one still open on RFK Hall. Certified interiors, abatement, flooring and MEP firms in Manhattan and Queens: Baruch's library is three teams through Oct 29, and Iannelli is your last shot at Queensborough.

🔵 MWBE & SDVOB CONTRACTOR ADS — Con Tech and Northland Collide Twice

Category: Construction Vertical

🟡 Two primes, three doors each, two shared jobs

  • Coyne Hall, Syracuse: both on it (above)

  • Adirondack Theater Renovation, Tupper Lake: Con Tech (CR# 2139850, due November 20) and Northland (CR# 2140023, due November 20)

  • Con Tech's third door: SUNY Potsdam Bowman Hall ADA Bathrooms, CR# 2139848, due October 26

  • Northland's third door: Cornell University Replace Roofs at Various Buildings, CR# 2139895, due November 3

Northland was the emerging second multi-prime pattern in Issue #39. It now has a recurring rival. Separately, Butler Construction Group posted on SUNY New Paltz Peregrine Dining Hall (CR# 2139911, due October 22), the job that drew three primes in Issue #43, plus Hudson Valley Regional Airport Support Buildings (CR# 2139912, due October 21).

🏛 OWNER BID → PRIME DOOR — Titan Roofing Proves the Signal in Four Days

Agency: NYS Office of General Services | Location: Troop F Headquarters, 55 Crystal Run Road, Middletown

🟢 Owner ad on 10/15. Prime door on 10/19.

  • OGS 47971CHE Replace Roof & Associated Mechanicals (owner bid): CR# 2139897, due November 18

  • Titan's second door: Big Sister WRRF Influent Roof & Cayuga PS Roof/Ventilation Replacement, Erie County, CR# 2140044, due November 3

Issue #46 named the "owner ad, then prime door" signal. Titan closed the loop in four days. Certified roofing, sheet metal and mechanical firms in Orange County: get on Titan's list, and watch for a second prime.

  • MTA NYCT – Structural Repairs, Elevated Broadway–7th Ave Line, Manhattan: CR# 2139810, due November 12

Hunter Roberts on the Brooklyn Cruise Terminal is the biggest Brooklyn contractor door this week, with five weeks of runway. NYCHA's flooring contract is a requirements contract across nine Brooklyn developments, sized for a small flooring firm to prime.

🟢 DISCRETIONARY LANE (UNDER $150,000) — OPWDD Posts Eight Generator Designs in One Day

Issue Date: 10/19/2026 | Agency: OPWDD, Hudson Valley DDSO | Category: Architectural, Engineering & Surveying | All due November 12

🟡 Agency-side doubling at scale

  • West Clarkstown IRA, New City: CR# 2140034

  • Williams IRA, Spring Valley: CR# 2140036

  • Smith Hill IRA, Monsey: CR# 2140024

  • Wedgewood IRA: CR# 2140031

  • Svahn IRA, Valley Cottage: CR# 2140028

  • Mulford IRA, Middletown: CR# 2140021

  • Greenville IRA, Port Jervis: CR# 2140018

  • Fox Lane IRA, Warwick: CR# 2140011

Eight separate small A/E design buys, one office, one day, one due date. A certified MEP or electrical engineering firm can quote all eight on one set of standard details. OPWDD also posted two fire-alarm jobs at Broome DC (CR# 2140012 and 2140013, due Nov 3), a Keyel IRA kitchen renovation in Rochester (CR# 2139945, due Nov 6) and Marie Avenue attic insulation in Guilderland (CR# 2139869, due Nov 9). This ad type isn't reserved for certified firms, but it suits small firms that can't yet carry a large bond.

🇺🇸 SECTION 3 — FEDERAL / SAM.GOV (SET-ASIDES)

🎓 Navy Nuclear Chemistry Classroom Kits — NAVSUP FLC Norfolk (Philadelphia) — Total Small Business Set-Aside

Notice ID: N0018927QD005 | Published: October 16, 2026 | Due Date: October 21, 2026, 4:00 PM EDT | Set-Aside: Total Small Business Set-Aside (FAR 19.5) | NAICS: 541613, Marketing Consulting Services (size standard $19 million) | PSC: Advertising Services | Type: Combined Synopsis/Solicitation (RFQ) | POC: Shawn Thomas-Hopkins, Adelina Lozzi

🔴 Closes tomorrow afternoon The Navy wants a partner with an education-distribution network to design and produce high school nuclear-chemistry lesson-plan kits: 250 physical instructional kits plus scalable digital access, deployed to enrolled educators in January 2027. Period of performance runs October 30, 2026 through April 1, 2027, firm-fixed-price. It fits small education-marketing, curriculum-development and K-12 outreach firms. Responses go by email to the contracting officer.

🎖️ 11th Airborne Division Historian and Coordination Support — Joint Base Elmendorf-Richardson — Total Small Business Set-Aside (Carryover, Amended)

Notice ID: W912D027QA002 | Amendment 0001 posted October 19, 2026 | Due Date: October 23, 2026, 10:00 AM AKDT (2:00 PM EDT) | Set-Aside: Total Small Business Set-Aside (FAR 19.5) | NAICS: 541611 (size standard $24.5 million) | POC: Michelle Aguilar, Yolanda Ikner

🟡 Three-day runway — read the amendment Still open from Issue #47. The Army added Amendment 0001 on October 19; the quote deadline in the notice is unchanged. The written-question window closed October 15. Read the amendment before you submit.

🪧 Signage Project for Garnet Hill Recreation Area — Department of the Interior — Total Small Business Set-Aside

Notice ID: 140LL027Q0005 | Published: October 15, 2026 | Due Date: October 30, 2026, 5:00 PM PDT (8:00 PM EDT) | Set-Aside: Total Small Business Set-Aside (FAR 19.5) | NAICS: Graphic Design Services | PSC: Signs, Ad Displays & Identification Plates | Type: Solicitation | POC: Matthew Merritt

🟢 Ten-day runway — design plus fabrication Interpretive and informational signage plus kiosks, focused on public education about natural and cultural resources and site rules. It suits small graphic-design, exhibit-design and sign-fabrication firms, or a designer teamed with a fabricator.

⚠️ National Recruitment Advertising Campaign Services (NRAC) — Total Small Business Set-Aside — Verify Before Pursuing

Notice ID: 70US0926R70093666 | Amendment 3 posted October 16, 2026 | Response date shown in export: May 8, 2026 | NAICS: Advertising Agencies | PSC: Advertising Services | POC: Theresa Williams, Erik Syfert

🟡 Active listing, past date The notice is marked active and was amended last week, but the response date in the SAM.gov export is in May. Either the date wasn't updated or the amendment is administrative. Small advertising agencies with recruitment-campaign experience should open the notice on SAM.gov and confirm the live deadline with the POCs before investing time.

Federal lane note: This week's SAM.gov export holds four active Total Small Business notices: two new (Navy, Interior), one amended carryover (Army) and one amended listing with a stale date (NRAC). New notices by issue: four in #44, two in #45, one in #46, one in #47, two in #48. Still zero WOSB, 8(a) or HUBZone. The bigger change is the work itself. Three of the four sit under marketing, advertising or graphic-design codes. For weeks the lane was all 541611 admin consulting. This week, creative firms have more federal doors than consultants do.

⚠️ IMPORTANT MWBE PROCUREMENT NOTE

Issue #48 draws from NYC PASSPort, the NY State Contract Reporter, and SAM.gov. Eligibility differs across all three layers:

NYC contracts require active PASSPort registration and NYC M/WBE certification through NYC SBS for MWBE participation goals. Certification must be active, not pending or expired, at the time of submission. This week's OTI, DCAS, ACS and DEP picks are direct-prime opportunities; read each solicitation for its own participation terms.

NYS contracts require NYS MWBE certification through Empire State Development (ESD), which is separate from NYC SBS certification. SDVOB certification is issued by NYS OGS. This covers DASNY's MWBE-only York College bid, the four reserved discretionary buys, and every contractor ad in Section 2. An NYC-only certification will not get you through those doors.

Federal contracts do not recognize NYC or NYS MWBE certification. Federal set-asides (WOSB, 8(a), HUBZone, Total Small Business) are administered by the SBA. Active SAM.gov registration is mandatory for any federal contract or subcontract pursuit. All four federal notices this week are Total Small Business, so size status under each notice's NAICS code, not a designation, is what qualifies you.

Firms that pursue contracts before resolving certification gaps often lose months correcting eligibility issues after deadlines have passed.

📊 WHAT WE'RE TRACKING NEXT

  • Four primes, third straight week. Liberty Street (#46), Baruch's boilers (#47), now Coyne Hall (#48): four primes on one job, three weeks running, in three different regions. Watch for week four. If it comes, we stop calling it a pattern and start calling it how state-funded MWBE outreach works now.

  • Lanmark and CUBE are back. Both answered on Baruch's I&T Building library a week after we said neither had answered on Baruch. Vernon's door on the same job closes Oct 26. Watch whether Vernon re-posts to stay in the contest.

  • Con Tech vs. Northland. Two primes, three doors each, two shared jobs (Coyne Hall and the Adirondack Theater). Watch whether they meet a third time.

  • Queens College: still no prime doors. DASNY's Central Chiller Plant (Nov 10) and Hot Water Storage Tank (Nov 17) scopes have drawn zero contractor ads so far. At Baruch, the first prime doors came one to two weeks after the owner bids. The clock is running. We'll count again in Issue #49.

  • Titan confirmed the signal. OGS owner bid on 10/15, Titan prime door on 10/19 for Troop F. Watch whether a second roofer follows.

  • The reserved lane is back. Four in #46, zero in #47, four in #48. Three of this week's four are tech or equipment. Watch whether #49 holds the restart or makes it a batch-every-other-week rhythm.

  • MWBE-only at York College. DASNY's York College lighting and fence bid is restricted to MWBE concerns. Watch for more MWBE-only DASNY bids at CUNY campuses.

  • Five NYC RFIs. DOC, DOHMH and DDC posted five RFIs between them this week. Watch which become solicitations, and how fast.

  • OPWDD's eight-in-a-day. Hudson Valley DDSO posted eight generator-design buys on one day with one due date. Agency-side doubling (first flagged with OASAS in #36) just hit eight.

  • The federal lane goes creative. Three of four Total Small Business notices sit under marketing, advertising and graphic-design codes. Watch whether that holds, and whether the NRAC listing posts a real deadline.

• Liberty Street award. Still pending. When it posts, we'll report which of the four primes won.

The MWBE Report monitors NYC PASSPort, NY State Contract Reporter, and SAM.gov procurement listings weekly to identify time-sensitive opportunities for certified MWBE firms across construction, services, technology, and professional services sectors.
