📋 WHAT'S IN THIS ISSUE

Last week, four primes on one Schenectady parking lot. This week, the same number showed up downstate.

DASNY's CUNY Baruch South Campus Boilers and Asbestos Abatement job now has four separate prime contractors recruiting certified subs:

  • Vernon Construction & Development (CR# 2139583), due Nov 2

  • Rocon Corp. (CR# 2139565), due Nov 3

  • Maric Mechanical Inc. (CR# 2139639), new, posted 10/7, due Nov 3

  • Boilermatic Welding Industries (CR# 2139661), new, posted 10/7, due Nov 3

Issue #46 asked whether Lanmark or CUBE would answer on Baruch. Neither did. Two mechanical specialists did instead, and CUBE opened a door at Queensborough Community College.

Baruch isn't alone. Four more projects drew two or more prime doors this cycle (UB's Ellicott Quad water system with three, Queensborough's RFK Hall gym, the Guide Board Road culvert and the Beekmantown water main). And one prime, Luck Brothers, opened two doors on October 9, both on jobs another prime already held.

The Issue #46 tests resolved, too. Maloy posted zero new doors. The MWBE/SDVOB Discretionary lane posted zero new buys after four last week. And DASNY dropped two Queens College mechanical-and-abatement bids that look like the next Baruch.

On NYC PASSPort, the story is DSS: four human-services RFPs released in eight days, led by Jobs-Plus and Community Guardian Services. DOT's Transit Signal Priority engineering RFP and a DEP Staten Island treatment-plant job round out the picks.

On the federal side, one new set-aside surfaced in this week's SAM.gov pull. Walter Reed from Issue #46 is still open, so the active lane is two.

The window for reactive firms closes. The window for positioned firms opens.

🏛️ SECTION 1 — TOP PICKS: NYC PASSPort🌡️

🚦 84126P0001 — Develop, Deploy, Support and Maintain Existing and Future Citywide Transit Signal Priority (TSP) — DOT

EPIN: 84126P0001 | Agency: Department of Transportation (Select Bus Service) | Release Date: 10/8/2026 | Due Date: October 26, 2026, 2:00 PM | Location: Citywide | Category: Transportation Engineering | Procurement Method: Competitive Sealed Proposal

🟡 Two-week runway — citywide traffic-tech engineering

DOT is soliciting proposals to build out and maintain transit signal priority across the city's Select Bus Service corridors. TSP sits where traffic engineering meets software: signal controllers, on-bus equipment, communications and the data layer that ties them together. Certified traffic engineering, ITS integration, field-electrical and data firms can team now. Professional services RFPs this size rarely go to a single firm.

💧 82627B0004 — BEDC OB-144A Total Residual Chlorine Optimization, Oakwood Beach WRRF — DEP

EPIN: 82627B0004 | Agency: Department of Environmental Protection (Engineering, Design and Construction) | Release Date: 10/7/2026 | Due Date: November 18, 2026, 10:00 AM | Location: Oakwood Beach Wastewater Resource Recovery Facility, Staten Island | Category: Water and Wastewater Treatment Services | Procurement Method: Competitive Sealed Bid

🟢 Five-week runway — plant process upgrade

DEP is bidding a chlorine-optimization project at the Oakwood Beach plant. Treatment-plant process work pulls in mechanical, piping, process-electrical, instrumentation and controls trades. Certified subs should be identifying the likely GC bidders now, the same playbook as Gowanus in Issue #46.

💼 06926P0019 — Jobs-Plus Employment Program RFx — DSS

EPIN: 06926P0019 | Agency: Department of Social Services (Career Services) | Release Date: 10/9/2026 | Due Date: November 30, 2026, 2:00 PM | Category: Job Placement Services | Procurement Method: Competitive Sealed Proposal

🟢 Seven-week runway — newest release in the DSS wave

DSS released this Friday for Jobs-Plus, the place-based employment program. It's a direct-prime opportunity for workforce-development providers with job placement track records. It is also the fourth DSS human-services RFP released since October 2. Read the RFP for any participation requirements before you build a team.

🛡️ 06926P0015 — Community Guardian Services RFP — DSS

EPIN: 06926P0015 | Agency: Department of Social Services (Adult Protective Services) | Release Date: 10/8/2026 | Due Date: November 20, 2026, 2:00 PM | Category: Protective Services | Procurement Method: Competitive Sealed Proposal

🟢 Six-week runway — second APS solicitation in a week

DSS is procuring community guardian services under Adult Protective Services. This is the second APS-program release in a week, alongside the Adult Protective Services Contracts RFP (06926P0014, due Nov 6) we listed in Issue #46. Providers with guardianship, case-management or legal-services capacity should read the two together.

Also on PASSPort this week:

  • DSS, Congregate Supportive Housing (06922P0040), released 10/7; PASSPort shows no due date, so check the RFx for its submission terms

  • DEP, Service, Repair and Maintenance of Agusta Westland A119 and A119MKII Helicopters (82627B0018), due Oct 27, 10:00 AM

  • DCAS, Apparatus, 2000 GPM Pumper – FDNY (85727B0025), due Nov 19, 10:30 AM

  • DSS, Adult Protective Services Contracts RFP (06926P0014), due Nov 6, 2:00 PM (carryover)

  • Parks, Little Bay Park Waterfront Reconstruction (84626B0095), due Oct 21, 10:30 AM (carryover)

  • DDC, Brooklyn Children's Museum HVAC Upgrade (85026B0110), due Oct 19, 2:00 PM (carryover)

🗽 SECTION 2 — NYS CONTRACT REPORTER HIGHLIGHTS

MWBE/SDVOB-designated contracts flagged first.

🔵 MWBE & SDVOB / CONTRACTOR ADS — CUNY Baruch South Campus Boilers: Four Primes, One Boiler Room

Owner: Dormitory Authority of the State of New York (DASNY bid CR# 2139223, due Nov 5) | Location: Baruch College, Manhattan | Category: Construction Vertical

🔴 The multi-prime pattern hits four, downstate

  • Vernon Construction & Development LLC: CR# 2139583, MWBE & SDVOB, due November 2 (Issue #46)

  • Rocon Corp.: CR# 2139565, due November 3 (Issue #46)

  • Maric Mechanical Inc.: CR# 2139639, issued 10/7, due November 3, new

  • Boilermatic Welding Industries, Inc.: CR# 2139661, issued 10/7, due November 3, new

Issue #46 counted two primes on this scope. Two days later there were four, and the two newcomers are mechanical and boiler specialists rather than general contractors. For certified boiler, mechanical, abatement and insulation firms in Manhattan, one estimate now reaches four bid teams. Price it to all of them.

🔵 MWBE & SDVOB DESIGNATED — UB Reconstruct Water Distribution System, Ellicott Quad — Three Primes

Owner: University at Buffalo (SUNY) | Location: UB North Campus, Buffalo | Category: Construction Horizontal

🟡 Three doors, two of them close Wednesday

  • Union Concrete and Construction Corp.: CR# 2139596, MWBE & SDVOB, due October 14

  • Miller Construction Services DBA Scott Lawn Yard: CR# 2139663, issued 10/7, due October 14

  • Pike Construction Services, Inc.: CR# 2139747, issued 10/9, due October 16

Union Concrete shows up for the second straight week on a multi-prime job (Southtowns AWTF in Issue #46). Certified utility, excavation, piping and paving firms in Western New York have three teams to price this week.

🔵 M/WBE & SDVOB DESIGNATED — CUNY Queensborough RFK Hall Gym & Locker Room Renovation — CUBE vs. E.W. Howell

Owner: DASNY / CUNY | Location: 221-05 56th Avenue, Bayside, Queens | Category: Construction Vertical

🔴 Closes tomorrow and Wednesday

  • CUBE Construction Services LLC: CR# 2139650, M/WBE & SDVOB, includes asbestos abatement, due October 14

  • E.W. Howell Co., LLC: CR# 2139630, due October 13

CUBE has been on our list since it opened a door on Lanmark's Washington Irving pick in Issue #39. This week it's contesting a Queens CUNY job against E.W. Howell. For certified interiors, flooring, plumbing and abatement firms in Queens, the window is one to two days.

🔵 MBE, WBE & SDVOB DESIGNATED — Luck Brothers: Two Doors in One Day, Both on Someone Else's Job

Company: Luck Brothers Inc. | Issue Date: 10/9/2026 | Category: Construction Horizontal

🟡 The late prime as a strategy

  • Replacement of Guide Board Road Culvert over Middle Brook (PIN 7754.20, D041306), Black Brook: CR# 2139688, due October 20. Reale Construction already posted its door on the same culvert (CR# 2139604, due Oct 20).

  • Production Well No. 2 Raw Water Transmission Main, Beekmantown: CR# 2139715, due October 29. Kubricky-Jointa Lime already posted a DBE door on it (CR# 2139567, due Oct 29).

Cold Spring did this twice in Issues #45 and #46. Luck Brothers did it twice in one day. Kubricky-Jointa Lime, the doubled-up prime we tracked to five simultaneous solicitations in Issue #36, now has company on its own job. Certified North Country site, culvert and utility firms: two estimates, four teams.

🔵 WMBE/SDVOB & MWBE/SDVOB DESIGNATED — Thruway and Parks Doors

  • McLaughlin Construction Corp.: NYS Parks Goat Island Pedestrian Access, Niagara Falls, CR# 2139652, due October 30

  • McLaughlin Construction Corp.: TAB 26-24 Replacement of TDS Equipment, various locations, CR# 2139657, due October 30

  • A. Servidone, Inc./B. Anthony Construction Corp., JV: TANY 26-23B/D215110 Superstructure Replacement of the Garden State Parkway Connector Bridge over the Thruway (I-87/I-287), CR# 2139676, due October 16

McLaughlin is running two simultaneous solicitations. Servidone/Anthony's Thruway bridge job is the largest horizontal scope downstate this week, and its runway is four days.

🔵 CONTRACTOR ADS — CUNY NAMM Building: Dynamic US Joins the Contest

CR#: 2139439 | Company: Dynamic US Inc | Issue Date: 10/9/2026 | Due Date: October 30, 2026 | Location: New York City College of Technology, 300 Jay Street, Brooklyn | Category: Construction Vertical

🟢 Brooklyn's most-contested CUNY building gets another prime

The Namm Building has been contested since Vernon posted it in Issue #37 and Lanmark answered in Issue #38. Dynamic US posted its own door on Friday. Certified Brooklyn trades with CUNY experience should get on the Dynamic list before October 30.

🏛️ OWNER BIDS — DASNY Queens College: Two Mechanical-and-Abatement Scopes on One Campus

Agency: Dormitory Authority of the State of New York | Location: Queens College, 65-30 Kissena Boulevard, Flushing | Category: Construction Vertical

🟢 Early warning: this is what Baruch looked like in Issue #45

  • Central Chiller Plant High Pressure to Low Pressure Steam Conversion and Asbestos Abatement (Colwin, Delany, Frese and Jefferson Halls): CR# 2139793, due November 10

  • Hot Water Storage Tank Replacement and Asbestos Abatement: CR# 2139632, due November 17

Two DASNY mechanical scopes with abatement, on one CUNY campus, in one window. That's the Baruch shape. If the "owner ad, then prime door" pattern from Issue #46 holds, prime MWBE doors on these will follow within weeks. Certified mechanical, steam, abatement and insulation firms in Queens: watch for them.

🟢 DISCRETIONARY LANE — Zero Reserved Buys, Six Small OPWDD Jobs

Issue Dates: 10/6–10/9/2026 | Platform: NYSCR

🟡 The reserved lane went quiet

No new buys posted under the MWBE or SDVOB Discretionary ($150,000–$1,500,000) ad type this cycle, after four last week. Last week's four (NYSIF, DOL, OASAS, OCFS) are still open through October 27.

The under-$150,000 discretionary ad type stayed busy, led by OPWDD with six small construction and maintenance jobs:

  • Finger Lakes DDSO, Livonia IRA Kitchen Renovation: CR# 2139693, due October 30

  • Finger Lakes DDSO, Naples IRA Kitchen Renovation: CR# 2139687, due October 30

  • Finger Lakes DDSO, Long Acre IRA Roof Replacement, Rochester: CR# 2139701, due November 3

  • Capital District DDSOO, Dunn Avenue Attic Insulation, Corinth: CR# 2139755, due October 27

  • Long Island DDSO, Power Washing Project (revised posting): CR# 2139711, due October 14

  • Sunmount DDSO, Cranberry Lake Well Pump Replacement: CR# 2139682, due November 4

This ad type is not reserved for certified firms. But small-dollar discretionary jobs move fast and suit small contractors that can't yet carry a large bond. Two IT buys landed in the same ad type: NYSTRS Commvault Cloud (CR# 2139778, due Oct 22) and NYPA OPSWAT NetWall Renewal (CR# 2139724, due Nov 2).

🏗️ NYC AGENCY & PRIME WATCH — MTA, OMH & Downtown

  • MTA NYCT – Secure, Accessible & Modern Fare Gates (purchase, delivery, installation, integration, maintenance & support): CR# 2139802, due November 2

  • MTA NYCT – Rehabilitate Emergency Exits: CR# 2139621, due November 13

  • Verde Electric Maintenance Corp – Retrofit of Signalized Intersections, NYC (contractor ad): CR# 2139739, due October 14

  • OMH – IFB 26-079 Concrete Pathway Replacement, NYC Children's Center, Bellerose, Queens: CR# 2139672, due October 28

  • Hugh L. Carey Battery Park City Authority – Legal Services RFQ: CR# 2139717, due November 4

The fare-gate program is the biggest transit-technology buy in this export. Expect installation, electrical, low-voltage and integration subcontracting once primes form teams. Verde's signal retrofit ad pairs with DOT's TSP RFP in Section 1: two traffic-signal doors in one week, one at the state level and one at the city level.

🇺🇸 SECTION 3 — FEDERAL / SAM.GOV (SET-ASIDES)

🎖️ 11th Airborne Division Historian and Coordination Support — Joint Base Elmendorf-Richardson — Total Small Business Set-Aside

Notice ID: W912D027QA002 | Published: October 8, 2026 | Due Date: October 23, 2026, 10:00 AM AKDT (2:00 PM EDT) | Questions due: October 15, 10:00 AM AKDT | Set-Aside: Total Small Business Set-Aside (FAR 19.5) | NAICS: 541611, Administrative Management and General Management Consulting Services (size standard $24.5 million) | PSC: Support – Professional: Program Management/Support | Type: Combined Synopsis/Solicitation (RFQ) | POC: Michelle Aguilar, Yolanda Ikner

🟢 New this cycle — under-two-week runway

The Army needs historian and coordination support services for the 11th Airborne Division at Joint Base Elmendorf-Richardson, Alaska. It's an FAR Part 12 commercial RFQ, so this announcement is the only solicitation. It fits small firms with archival, historical documentation, records management or program-coordination capacity. Written questions are due October 15.

🎖️ Hospital Communications Support — Walter Reed National Military Medical Center — Total Small Business Set-Aside (Carryover)

Notice ID: RFQHT001426QE048 | Due Date: October 28, 2026, 3:00 PM EDT | Set-Aside: Total Small Business Set-Aside (FAR 19.5) | NAICS: Administrative Management and General Management Consulting Services

Still open from Issue #46. Communications and executive-support services for WRNMMC's Hospital Communications Department.

Federal lane note: This week's SAM.gov export surfaced exactly one new active set-aside. With Walter Reed still open, the active lane is two. The count of new notices held at one: four in Issue #44, two in #45, one in #46, one in #47. Zero WOSB, 8(a) or HUBZone notices again. Both open notices sit under the same NAICS code (541611), and both are Total Small Business, so size status is the gate. We're reporting what's there rather than padding the section.

⚠️ IMPORTANT MWBE PROCUREMENT NOTE

Issue #47 draws from NYC PASSPort, the NY State Contract Reporter, and SAM.gov. Eligibility differs across all three layers:

NYC contracts require active PASSPort registration and NYC M/WBE certification through NYC SBS for MWBE participation goals. Certification must be active, not pending or expired, at the time of submission. This week's DSS human-services RFPs are direct-prime opportunities; read each RFP for its own participation terms.

NYS contracts require NYS MWBE certification through Empire State Development (ESD), which is separate from NYC SBS certification. SDVOB certification is issued by NYS OGS. This covers the four Baruch boiler primes, the UB and Queensborough primes, Luck Brothers, McLaughlin, Servidone/Anthony, and Dynamic US. The reserved MWBE/SDVOB Discretionary lane requires state certification, and an NYC-only certification will not get you through that door.

Federal contracts do not recognize NYC or NYS MWBE certification. Federal set-asides (WOSB, 8(a), HUBZone, Total Small Business) are administered by the SBA. Active SAM.gov registration is mandatory for any federal contract or subcontract pursuit. Both open federal set-asides this week are Total Small Business under NAICS 541611, so size status, not a designation, is what qualifies you.

Firms that pursue contracts before resolving certification gaps often lose months correcting eligibility issues after deadlines have passed.

📊 WHAT WE'RE TRACKING NEXT

  • Four primes, one boiler room. Baruch's South Campus Boilers went from two prime doors to four in two days, with Maric Mechanical and Boilermatic joining Vernon and Rocon. Liberty Street proved four primes could happen upstate on horizontal work. Baruch proves it on a downstate mechanical scope. All four Baruch doors close November 2–3; the DASNY bid closes November 5.

  • The late prime. Luck Brothers opened two doors on October 9, both on jobs where another prime already had one (Reale on Guide Board Road, Kubricky-Jointa Lime on Beekmantown). Cold Spring did the same in Issues #45 and #46. Watch whether joining an existing project becomes a standing strategy rather than an exception.

  • Kubricky gets a rival. For months Kubricky-Jointa Lime was the prime that doubled up on its own pipeline. Beekmantown is the first time we've seen another prime open a door on a Kubricky job. Watch whether Kubricky answers on a Luck Brothers project.

  • Queens College is the next Baruch. DASNY posted two mechanical-and-abatement scopes on one CUNY campus (Central Chiller Plant, due Nov 10; Hot Water Storage Tank, due Nov 17). Issue #46's "owner ad, then prime door" signal says contractor doors should follow. We'll count them in Issue #48.

  • Maloy: zero. Issue #45 set a two-door bar. Maloy posted one in #46 and none in #47. Verdict: a two-cycle spike, not a standing pipeline like Lanmark. Its open doors (Avenue of the Pines, Old Quarry Road) close October 15.

  • The reserved lane went silent. Four MWBE/SDVOB Discretionary buys in Issue #46, zero new in #47. Watch whether #48 restarts the lane or whether last week's IT tilt was a one-week batch.

  • DSS's human-services wave. Four DSS RFPs in eight days (Adult Protective Services Contracts, Congregate Supportive Housing, Community Guardian Services, Jobs-Plus). Watch whether more DSS program RFPs follow before year-end.

  • Federal lane holds at one. One new set-aside for the second straight week, still no WOSB, 8(a) or HUBZone notices. Both open notices are NAICS 541611 Total Small Business. Watch whether the lane closes out October without a designated set-aside.

• • Liberty Street award. All four doors closed October 6. When the award posts, we'll report which prime won.

The MWBE Report monitors NYC PASSPort, NY State Contract Reporter, and SAM.gov procurement listings weekly to identify time-sensitive opportunities for certified MWBE firms across construction, services, technology, and professional services sectors.
